Access to goods is not guarantee of their full use, should be able to make people reach certain functionings and capabilities that those goods can provide them. The welfare state in San Marino which functionings and capabilities is able to guarantee? The essay starts with an analysis of the economic environment of the Republic of San Marino and describes the welfare state model, developed and based on the State’s role as direct provider of most services. The resulting cross-reading is that only through a process of empowerment of people, then citizens, institutions and integration of policies will be possible, at this historic time, reaching the social good.
