Abstract:
L’articolo affronta temi riguardanti il ruolo della logistica e del trasporto merci nei processi di pianificazione strategica territoriale, con riferimento all’Area vasta pometina, un’aggregazione di 18 comuni localizzati nel Lazio meridionale. In particolare, si è provveduto alla formulazione di alcuni schemi di analisi multicriteria per il confronto e la classificazione di interventi infrastrutturali rilevanti per il potenziamento logistico del territorio indagato, secondo le dimensioni d’indagine riguardanti l’Autoregolazione, la Compensazione, l’Invarianza e la Trasversalità (ACIT) , identificate a livello teorico dalla recente letteratura di logistica economica.

Objectives
This article contains the results of a research aimed to pursue two sequential and integrated goals: the formulation of multicriteria evaluation models based on some original dimensions of territorial-logistic analysis, and the classification of logistic and transport infrastructural investments in the Greater Pomezia, a conurbation of 18 municipalities located in the southern part of the Lazio region in Italy.
Methods and Results
Two evaluation schemes have been formulated to compare and classify infrastructural interventions according to the criteria of Self-regulation, Compensation, Invariance, and Transversality (SCIT), which have been theoretically defined by the recent Economic logistics literature. In general terms, the infrastructural priorities identified for the logistic expansion of the Greater Pomezia are: enlargement and greater specialization of the intermodal freight nodes; railway network upgrading; enhancement of the road transport system, also with respect to both the implementation of safety measures and the realization of junctions, interconnections and roundabouts.
Conclusions
The freight transport and logistics sector in the Greater Pomezia needs a sharp re-organization, and an effective infrastructural system represents a key element of this process. The already existing infrastructures and those ones programmed and programmable should constitute an interconnected network being able to favour the improvement of the whole logistic and productive local system, with multiplying effects in terms of development and growth. It seems therefore appropriate that the policy makers set out actions aimed to further develop study activities concerning the evaluation of logistic opportunities related to the territory, while keeping on promoting the confrontation among bodies, operators and the public opinion.
