Abstract:
Notwithstanding the entry into force of Protocol No. 14 to the European Convention on Human Rights, the Convention system urgently needs a further reform because the European Court is unable to fulfil its tasks without undue delay. Various proposals were made for a conference held at Interlaken in February 2010. The conference recommended inter alia that the Committee of Minsters "examine the setting up of a filtering mechanism within the Court": A new Protocol to the Convention should provide for the appointment of "associate judges" to be selected irrespective of their nationality. They should be entrusted with all decisions concerning the admissibility of applications made by individuals.
