The article, focusing on the evolutionary dynamics of the European integration process in the light of the recognition of the legal status of the Charter of Fundamental Rights, examines issues related to the relationship between the primacy of EU law and national constitutional law, highlighting opportunities and limits of European citizenship rights in view of the innovative provisions laid down in art. 53 of the Charter. These provisions, providing for forms of protection of the rights and freedoms according to the standard of higher protection "pro individuo" such as provided for in national constitutions, in EU law and in ECHR ("multilevel constitutionalism"), leave open the question of the claim to a generalized primacy ("primauté") of EU law on national constitutional law regarding the same principles and fundamental rights, as shown by some well-known case law concerning the relationship between economic freedoms at European level and the corresponding constitutional freedom/rights at national level, as well as with regard to the European arrest warrant
