Against a rooted protectionist economic thought, characteristic of the mercantilist age, in Seventeenth century Castile emerges a more liberalizing discourse arguing the futility of regulating trade flows that have originated naturally, due to the different necessities of each territory, and which have forged over centuries. Focusing on trade, this paper draws a brief review of the political and economic culture of arbitrismo (projectism), in which interesting discussions between politics of regulation and politics of free trade take place. However, the hallmark of arbitrismo is the desire to identify the problems of the Spanish economy in order to solve them.
