Rey) - ABSTRACT: The essay concerns the mixture between legal and criminal economy stating in advance the terms of comparison and synthesis involving the instruments of different disciplines like law, economy and sociology. It also concerns the role of income support policies, financial mediators, public administration and policy makers. The essay emphasizes the role of universities too, which should offer positive messages to young people enabling them to make the right choices and it highlights the necessity for the production system, the financial mediators and the administrators to enhance the fairness of the message as well as the convenience to behave in a correct way in order to isolate criminality.

Title: Esclusione urbana e sistemi locali di welfare in Europa
Abstract: Esclusione urbana e sistemi locali di welfare in Europa (di Enzo Mingione, Alberta Andreotti) - ABSTRACT: The paper focuses the attention on the processes of urban social exclusion and the transformations of social policies in some European cities. Here we present some of the results of a comparative project (ESOPO) funded by the European Commission and co-ordinated by Chiara Saraceno. The starting point is that in contemporary societies there are three main areas which can produce social exclusion: 1) labour market with the precarity and flexibilisation of working careers; 2) belonging to a vulnerable minority, mainly an ethnic minority; 3) fragilization of family, and, more in general, of the kinship and local community support network
Cumulating risks in all three areas brings about a radicalisation of the condition of social exclusion that we find in the "ghetto poor" of the United States. Empirical evidence from European cities show that these situations are not common in Europe, and show a widely variety of local construction of poverty and social exclusion, where one area or two are prevalent. The variety of local policies against social exclusion cannot be understood using the traditional models of welfare capitalism, instead, by developing a local approach. The papers ends with the attempt of interpreting the local models of exclusion and the answers to transformations of each model, trying to go beyond the specificity.

Generally speaking, the first question is about the tractability of social issues regarding the metropolis. The second one concerns the definition of the proportions where to promote specific social policies. The third question is about the difficulty in putting together the aspects related to the universalism and those concerning the personalisation in offering suitable services. The local welfare is the whole of social negotiations defined inside specific legislative and ruling references, carried out in determined political and institutional conditions through which organized and non - organized Institutions (Organizations, Associations, Nets) socially take care, both formally and informally, of the citizens who are in a difficult position and also take part in the growth of solidarity and cooperation in a specific territory.
