Abstract: Decentramento delle politiche pubbliche e sistemi locali. Alcune riflessioni di base (di Sebastiano Fadda) - ABSTRACT: This paper tries to trace the roots on which the decentralisation of industrial and development policies may be based. In doing so it focuses the attention on three macro-processes which deeply affect the present evolution of the economy: the process of administrative decentralisation; the dynamics of local systems and the process of globalisation and European unification. The attention is then drawn onto one basic starting point (the need for local identification of development targets) and three functions, around which some methodological points are developed in order to define the scope of local and central development and industrial policies and their relations. The three functions considered here are: the cognitive function, the planning function and the implementation function.

Abstract: L?evoluzione del ruolo dello Stato nell?ordine economico: finanze pubbliche e regolazione
economica in Italia, 1970-1997 (di Stefano Solari) - ABSTRACT: An open system perspective on State-economy relationships is outlined based on the concept of economic order and on Robert Delorme?s Mode of Interaction State-Economy approach. Some basic traits of the institutional set-up which framed the Italian economy will be discussed first. Then, the evolution of public finances from 1970 to 1997 will be analyzed in order to understand the relationship between them and institutional change. Public finances are understood having a complementary role to economic order and it will be shown that they display an ambivalent role: they are expression of intentional economic policies as well as they evolve as a result of endogenous mechanisms switched by external events. Finally, public spending and taxation are strictly connected with State?s legitimisation problems. Therefore, they depend strictly from the "social contract" definition. Such fact is understood as a basic determinant of the public finances crisis in Italy.

Under the pressure of two changes, regions are speedily changing their role. Firstly, the process of enlargement of European Union to new member states; secondly, the institutional reform that foresees a wider devolution towards Regions and Towns. All above determines opportunities and threats. Opportunity for regions to be more attractive areas for medium and high knowledge intensive activities. Opportunity coming from institutional reform for local development policy to be nearer to the territories and to the economical and institutional operators. Threats coming from the concentration of EU resources to countries with a development lower than present regions Objective 1. The threat of a possible centralistic regional approach towards development policy.

Abstract: L?evoluzione del distretto: il caso dell?area a sud di Ancona (di Giovanni Dini) - ABSTRACT: In the production system around the area in the South of Ancona, the sunset of a district, regarding musical instruments, gave birth to a new, more complex and articulated local system. It refers to an approach amplifying sector and territorial references of the district concerning the production and to a research on the territory led to verify limits and potentiality of the development of a local system whose recent affirmation provoked the attention of policy makers as a new reference pole of the production structure in the region. The research indicates a new and dynamic system which can be anyway improved. This paper represents the first part of a research which intends to consider also the social and institutional organization aiming at verifying the level of evolution and put it into relation with the economy and production field.

Abstract: Spagna, una via intermedia allo sviluppo del welfare (di Luis Moreno) - ABSTRACT: This article chapter analyses developments in social policy and welfare in Spain during the second half of the 20th century and examines current reforms and policy changes for the near future. In particular, it focuses on the process of devolution of powers to the regions (Comunidades Aut?nomas). It also examines changes in the areas of unemployment, pensions and the financing of social policies, which are regarded as having particular relevance to Spain?s welfare future. The development of the Spanish welfare system is a story of relatively successful expansion. It shows how sub-national government can play a leaning role in welfare innovation.
