Le forze dell'innovazione nel sistema Italia (di Ilario Favaretto) - ABSTRACT: As usual, when Italian competition skills start deteriorating, the debate concerning the loss of efficiency in the producing system and in particular on the negative role that small companies play above all in Italy, is focused. This contribution tries to sum up the reasons according to which that debate can be considered already overcome. The above mentioned reasons also justify the necessity to consider more suitable approaches about the conditions to keep high the levels of competition in Italy and the importance in considering the size of a company on the base of technological changes.

Abstract: Economia digitale e trasformazioni del mondo del lavoro (di Maurizio Mistri) - ABSTRACT: This paper discusses the significance of raising, in the modern economy, of the new, or digital, economy. The question is if new economy is a new paradigm or a renewing of an old paradigm of the economy. In the author?s point of view new economy is a mixture between old and new paradigms. Its impact on the modern economy has been too much emphasized by some scholars and by the set of economic operators in Ict. The consequences are well known. Ict has the cause and the victim of a speculative bubble. However, the new economy has some solid fundamentals and in this vision we can think that it could have an influence of the labour market. But this influence is bounded by some cognitive and cultural structures governing the modern labour market, so that transformations in this market will have necessarily a less strong impact.

Abstract: Le politiche per i distretti industriali: da strumento speciale a occasione per una nuova politica economica regionale - parte I (di Giancarlo Cor?) - ABSTRACT: This paper analyses how new tools of regional political economy may increase effectiveness learning from the governance experience rooted in several industrial districts. The first step to do it, is try to change traditional perspective in which the concept of industrial district has bounded. To generalise the theoretical framework of industrial district we need, over all, to recognize the function of territory in social, cognitive and institutional building of economic development. Analysing imple-mentation processes of the Italian industrial district law, the paper points out some questions about growth and innovation policies of small firms systems, i.e.: operative definition of local level in industrial policy; choice between leading industry and a wider cluster of activities; different institutional capabilities and paths to embody a collective strategy of local development; how contestable markets, joint action and economic evaluation may come into regional political economy.

Title: Politiche di sviluppo regionale in Italia: obiettivi, strumenti e risultati
Abstract: Politiche di sviluppo regionale in Italia: obiettivi, strumenti e risultati (di Roberto Basile, Marianna Mantuano) - ABSTRACT: This work tries to assess the extent in which the recent regional policy promotes convergence among Italian regions. In particular, it analyses the policy carried out in favour of a) the mobility and the flexibility in the labour market and b) the industrial development. As far as the labour market is concerned, the paper concludes that policy makers have acted more in favour of the flexibility, rather than of the geographical mobility of the labour force. As regards the industrial policy, the strength of the large amount of incentives adopted to support the development of clusters of small and medium sized firms seems to be weakened by the scarce selectivity of the intervention. Furthermore, the policy measures aimed at attracting investments from large domestic and foreign firms in the least developed areas still appear insufficient. The constraints imposed by the European Union in the interpretation of State Aids also hamper the introduction of particular fiscal advantages for the Mezzogiorno. Finally, the work discusses the potential negative effects of the decentralization process on regional disparities.

Abstract: L'Indice di sviluppo umano regionale. Un'applicazione all'Unione Europea (di Salvatore Monni) - ABSTRACT: We have tried to understand if the GDP convergence across the European Union, reflect also a convergence in terms of human development, as pointed out by more than one author. We have built a composite index, the ISUr (Regional Human development index) to rank the single regions of Europe in terms of human development, then we have focused our attention on the existence of b convergence (rate at which ISUr converges) between 1991 and 1996, and on the possible increase of dispersion of ISUr across the European Union (s convergence).
