Abstract: Politiche di inserimento: la diversit? resiste all'integrazione europea (di Jean Claude Barbier) - ABSTRACT: In Europe, integration policies remain deeply varied in spite of the co-ordination of social policies within the community, as we will demonstrate with reference to temporary employment. In the European Union, there are forms of integration that are articulated on the basis of different logics of social protection. France, Denmark and Great Britain have had great debates on the drawbacks of the assistance services supplied in these countries. In Italy, instead, due to the relative lack of assistance services, the social matter is strongly felt, especially with regard to the flexibility of the employment market.

E-government initiatives, althought they have to be considered a must today, run the risk of becoming a simple translation of old beaurocratic routines into current IC technologies, rather than being a tool to achieve better government. In order to avoid this risk, they have to be rooted in a clear vision of the new role of government in front both of the knowledge based society and of the evolution of governance, particularly vith reference to local pro-ductive systems. The paper explores some main characteristics of these two aspects, and derives from them the main features of the new role of government and the main directions along which e-government initiatives have to be set in or-der to be a real chance for achieving administrative improvement, stronger social interaction and effective support for the development of local systems.

Abstract: L'opzione della piccola impresa nello sviluppo economico della ex Rdt dopo la riunificazione tedesca (di Michela Parise) - ABSTRACT: This paper analyses the reunification process in Germany, with particu-lar attention on some problematic due to the economic integration of DDR in Federal Germany. The resolution of German question answered to a po-litical issue, but it didn?t consider some important factors of economic inte-gration, as a real evaluation of costs for both Germany and the fair politics to stimulate oriental economy to western levels. In fact, Germany still suf-fers of this process. This paper proposes some reflections on economic order and on the state role in economy, with specific regard on industrial districts and small and medium enterprises. It will consider the international background of unification process, peculiarities of the two German economic-productive systems, the transition costs and the process of catching up of new Laender. Finally, the research of development policies to better the economic situa-tion of DDR and to reduce the too high unemployment rate.

Abstract: La difficolt? del trasferimento tecnologico e la formazione a distanza promossa dall'ENEA (di Anna Moreno) - ABSTRACT: The article examines the situation of Italy compared to other industrialised Countries within Europe but also to USA and Japan. The unsufficient technological transfer is then compared to the low scientific culture in the labour world. The root of the Italian Paradox can go back to the low level of the scientific skill of Italian workers that very often stops before they get to the University. We need to invert this tendency and to improve the scientific knowledge transfer to the working world outside the scientific community. The high level of scientific results that have brought Italian scientists to gain prestigious position in many international context is in contrast with the tecnological transfer to the enterprise system. In this framework the open distance learning ENEA web site seems to bring a solution to the problem. Knowledge can reach the workers in their own work place or even at home and allow them to improve the scientific bases to make good use of the technology and promote the necessary innovation to survive in the international market that is becoming more and more competitive.

Title: Il lavoro artigiano e l'innovazione tecnologica
Abstract: Il lavoro artigiano e l'innovazione tecnologica (di Paolo Gurisatti) - ABSTRACT: The issue considers different aspects of artisan work and the attitude of micro enterprises to innovation. First of all the paper analyses a number of apparent contradictions in the behaviour of artisan micro enterprises: limited use of scientific knowledge, family commitment, restricted social capital, delay in adopting quality stan-dards, etc.. At the end of the analysis the author concludes that no one of these contradictions can definitely exclude micro enterprises from innovation processes. On the contrary an artisan workshop finds available internal resources and relationships normally considered an exclusive characteristic of scientific laboratories. In specific industrial sectors and environments, artisan workshops are the right place for knowledge creation and technology change. As a second step of the analysis, the paper underlines the importance of organising the cognitive spiral in micro enterprises and also in local networks of artisan workshops. In contrast to large industrial organisations artisan companies have very few internal resources for codification processes. They can gain important experiences and produce tacit knowledge, but they face difficulties in sustaining the evolutionary cycle of codifying knowledge toward the organisation and scientific level. They can overcome this disadvantage by investing in specific internal rules and behaviours with collaborators and by networking with other agents at the territorial level. Artisan companies can compete in globalised markets by creating new knowledge towns or districts. As a third step of the analysis the author considers some examples of good practices, for artisan enterprises and networks innovation, with reference to the Veneto region in Italy.
