The former seems to imply the adoption of territorial dispersion and redistribution criteria, the latter should follow both sectoral and territorial concentration. In addition, the problem of finding a right balance between central planning and local initiatives comes to the fore with new strength now that a cycle of strong decentralisation policy is under evaluation. Finally, a correct balance has to be found between the role of the Government and the role of the private sector in shaping the evolution of the productive structure of the economy. The paper looks for a tentative answer to all these problems, starting from a discussion of the definitions themselves of competitiveness and cohesion and bringing into play the concepts of ?filiera produttiva?, regional complementarity and interactive governance as a way of multilevel and multisubject coordination. A number of practical suggestions are made in order to attain a better path and a better planning framework capable of integrating regional and national strategic plans. Paper tries to overcome the ideological opposition between the two concepts, recognizing that an appropriate mix of both represents a classical issue in development theory. For instance, the paper examines two different ways where is possible to look at the competitively and cohesion interactions. The first is to deal economic growth with divergence processes: allowing for neo-classical models and new economic geography approach, analysis seeks to understand if European integration process is increasing or reducing regional disequilibria. The second is to face innovation processes and social capital endowment: using a political economy approach, the review shows how in high developed economies rational oppositions to innovation often take place, especially when innovation arrives through new technologies, new firms, and new jobs. Final remarks in both perspectives point to enhance social awareness for a better governance of innovation and economic growth, especially at local level. Il dibattito politico sulle riforme (di Gianluca Spinaci) - ABSTRACT: Institutions at European, national and regional level are just re-emerging from an intense debate, which aimed to find a consistent synthesis on the re-launched Lisbon strategy, the setting of the new multi-annual EU budget 2007-2013 and the approval of the regulatory framework for the next cohesion policy programmes. In this context regional and local stakeholders have advocated some fundamental political arguments. Firstly, Europe needs reforms but these should not go to the detriment of territorial cohesion and participation. The renewed EU strategy for growth and jobs must be deeply rooted in the development and innovation processes across all the Union?s territories. Secondly, a strategically oriented and properly funded EU cohesion policy can build concrete measures for growth and jobs based on long-term inter-institutional partnerships. Undoubtedly reform of EU budget is necessary in order to support economic and social reforms. This article strives to argue that, however, this cannot be realized by opposing competitiveness to cohesion and under continuous tension between contributors and beneficiaries. European Union needs more cooperation and better multi-level governance for its economic and social reforms. A strategically oriented and well-participated EU cohesion policy can play more than a symbolic role in that respect. The aim of this article is to provide a summary on the subject of the discussion concerning the problems that corporate-companies have to face regarding technological development: in particular with reference to the governance and, as a consequence, to the relationship between property and management in the choice of an adequate financial structure, (going beyond the neutrality implicit in the famous Modigliani-Miller theorem). In particular, with reference to the Italian productive system, so deeply bank-oriented, compared with the English and American capital-market oriented systems, the focus is on the major difficulties in financing innovative projects. This is due to the absolute lack of ?venture capital? systems, and also to the attitude of the banking system to finance ?productive capacity? and the ?expansion? phases of the enterprises lifes, rather than the management capability and the ?start-up phases?. All this and the some situations of ?credit rationing? contributes to explain both the relative backwardness of the innovative Italian system, and the massive appeal to self-finance support which medium and small companies are obliged to adopt in order to introduce research and innovation.
