Title: Parchi tecnologici e scientifici e distretti industriali. La lezione marshalliana della Silicon Valley
Abstract: Parchi tecnologici e scientifici e distretti industriali. La lezione marshalliana della Silicon Valley (di Maurizio Mistri) - ABSTRACT: Today all people agree on the fact that most developed countries search for competitive advantages on the field of innovation and technological research. Innovation and technological research are shared between the large companies and a lot of small ones. But an interesting fact emerges from the evolution of technological processes; it is characterized by the growth of clusters of innovative firms with research centres, especially university centres. The most famous experience is that one of the Sylicon Valley. But in Europe, also, there are interesting experiences of so-called scientific and technological parks. The author singles out that Sylicon Valley?s experience and other similar ones share the features of the marshallian industrial districts. We know that a marshallian district is a specialized not large area with a large population of small firms. It is the structures of the social and productive nets that favour the growth of the districts. So immediately a question arises, that is: why in Italy, the country of the industrial districts, there are few experiences of scientific and technological parks? The paper analyses conditions that justify a district (in the marshallian sense) conception of the industrial and technological parks.

Title: Il governo della politica dell'innovazione in Europa
Abstract: Il governo della politica dell'innovazione in Europa (di Gabriele Orcalli) - ABSTRACT: It is a widely shared opinion that the European Institutions should exercise a stronger coordination of innovation policy. This policy is however jeopardized by the lack of instruments of governance capable to actually design and manage it. Unless this problem gets solved, we may risk that bringing this policy to an European level would only originate unwanted complexity at institutional level, with no positive feed-backs to the capability of finding better ways to the role played by the political action.

Title: Design come imprenditorialit? culturale
Abstract: Design come imprenditorialit? culturale (di Marco Bettiol, Stefano Micelli) - ABSTRACT: The Italian Design has been rather successful in the past and has bet on an original mix between aesthetics and hand-made practices rooted in industrial districts. The competitive scenario is undergoing a deep transformation at the global level, since design is becoming more democratic and globalization is changing the geography of sourcing. This transformation challenges the Italian design and the competitiveness of industrial districts. In order to manage these challenges we think that a review of the concept of design is needed. On the basis of a research we conducted on leading firms within industrial districts, we propose a definition of design as a cultural project that firms want to pursue. In this perspective design becomes part of a narrative process between the firm and its customers, contributing to transform product innovation processes as well as the management of distribution networks and communication processes.

This paper examines the methodological issues related to the evaluation of the impact on local budget produced by the population living outside metropolitan communities. For this reason we shall consider the several populations coming in and out central cities and charge the amount of effective expenditures due to local public services supported by the metropolitan communities but used by incoming population only. Aim of this paper is to discuss and individuate a general method to analyse the financial relationships between the central cities and agglomeration communes due to foreign populations (workers and students)

The paper emphasizes the impact of globalization on the structures of the italian industrial districts. A relevant question arises concerning the possibility of industrial districts to maintain own characteristic structures. New pervasive dynamics are transforming the economic environment in which district firms are operating. The Bassano del Grappa furniture district has suffered from an increased competitive pressure, due both to wider and deeper globalization and to a specific sector shock. This paper focuses on the evolutionary process affecting the Bassano del Grappa furniture district, its main issue being the role played by leader enterprises in the introduction of innovative organizational solutions.
