Traditional economists used to study individual wellbeing on utility basis and utility function has been linked to the disposal of goods and consumption. Easterlin was the first to emphasize that happiness is the aim of men and that only in particular situations is it linked with income and wealth. So the problem is: given that the pursuit of happiness is an inalienable right, comparable to life and freedom, what can the policy maker do to reach this aim? Which are the implications for economic policies considering this fundamental need of people? The aim of this article is to offer some reflections on this topic after a critical review of the limits of the tools of Economic Theory in explaining the inexistence of a direct correlation between income levels and happiness in developed countries. Beyond the different national organisational types, the Third Sector concerns the institutions that are based on mechanisms of reciprocal solidarity, taking shape inside the structure of the non-profit sector, yet extending beyond and into the more general social context to the point of being considered one of the main agencies that creates social capital in the territory. The article shows how three characteristics common to the Third Sector organisms, referable to manners of operation, can favour the increase of individual relationships and all of the local community. The three characteristics identified are: democratic participation in the decisional processes of everyone involved in the organisation, personalisation and collaboration between beneficiary and the service provider, and the likelihood of success of the commitment that those involved, prevalently as volunteers, dedicate to the organisation. These three elements are considered the basis through which the individuals (users and citizens) can verify how to create cooperative relationships that succeed, based on trust in reciprocal respect for commitments taken and not on external incentives, which means create social capital. The explanation of this coexistence focuses on the difference of social polarization in the specific context from the dominant assumptions related to the global city thesis, and on the structure of the city?s housing market that prevented the important wave of immigration during the 1990s to intensify segregation. Arguing for more context awareness, the paper does not try to stress the specificity of the Athenian case but, mainly, to reveal the context dependent character of the dominant assumptions about segregation and social polarization and, therefore, to show their limitations. Social and demographical processes, tertiary economy and built environment transformations are all considered as essential dimensions of urban change. Transformations are related to real estate boom that place all the three dimensions inside the metropolitan area. Results are showing a tourist-led growth accompanied by the new features of the classic public sector, now pushing the increase of private tertiary; the redevelopment of the historical centre for tourist purposes and the sub urbanization of the population, mostly due by the displacement of lower income population.
