Prove di coesione territoriale Abstract: European Grouping of Territorial Cooperation (EGTC). Experimenting territorial cohesion - Mid-2006, the European Union adopts the Regulation establishing the European Grouping of Territorial Cooperation (EGTC), new legal instrument supporting the cooperation between different levels of territorial government across the borders. The paper presents some early findings on the application of the Regulation, in the hopeful wait for the ratification of the Lisbon Treaty, which would endow the Union with the new objective of territorial, in addition to economic and social, cohesion. The analysis focuses on those EGTCs already established and those which are close to be, striving to identify their potential added value in terms of enhanced cohesion and multilevel governance for an European territorial policy still in fieri.

Firstly, it shows that, though European integration strengthens national executives at the expenses of the regions both at the EU and the national level it may also bring about adaptations under certain conditions related to the specific characteristics of domestic institutions and politics. Secondly, the example of the Euroregions illustrates the extent to which Europeanization provides the regions with opportunities to play a role beyond the nation state.

We analyses the case of the Cambridge technology district finding that it has much in common with the Italian manufacturing districts. We also examine a case of a proto district, i.e. an area that might or might not develop in district, the proto district of Turin, trying to assess the differences with Cambridge. The comparison highlights the relevance of the same factors that have also led to the emergence of Italian industrial districts: cultural approach, knowledge transfer, social capital and institutions (formal and informal).

In the last decade an extensive-type cluster policy has produced a proliferation of clusters all over the Europe, but the generated quality of clusters created has not always been quite satisfactory. Following the input by the European commission, currently is underway a qualitative review of the goals and processes of European cluster policy. This paper aims at presenting such changes in the European cluster policy, beside the main lessons that can be learned. The analysis emphasizes some critical elements of the current process of "clustering" and highlights the role of the institutions, besides the market, in the planning of new clusters and the strengthening of those existing. The final message is that Europe needs a better cluster policy, rather than more clusters, according to the growing complexity and dynamism of clusters.
