Abstract: L?elasticit? rispetto al reddito della spesa privata per cure mediche in Italia: un?analisi empirica (di Michele Limosani e Pietro Navarra) - ABSTRACT: The existing literature studying the income elasticity of health care spending has dealt with two main issues: the lack of attention to the time-series structure of the data and the distinction between the impact of an autonomous deterministic trend upon real expenditure of health care and the growth of real per capita income. We use Italian regional data to estimate the income elasticity of the demand for private health care. By adopting a technique designed to cope with the above two issues, the results of our analysis suggest that the trend is a statistically significant variable to be included amongst the determinants of health care spending and that it produces an impact independent of the effect of real income. Furthermore, our results show that both in the Northern and Central Italian regions the income elasticity is approximately lower than one and substantially less than the estimated values reported in other studies. On the other hand, in the Southern area health care expenditure presents the characteristics of a luxury good and the long-run elasticity is greater than one independent of the effect of the trend. We provide also an explanation of these findings.

Abstract: Dinamica strutturale e potenziale di crescita dell?economia toscana alla luce dell?andamento del mercato del lavoro e dei mutamenti istituzionali e normativi (di Alberto Baccini, Mauro Lombardi, Sergio Pacini) - ABSTRACT: In this paper the results of lines of research, developed by a group of scholars at the ORML (Regional Observatory of the Labor Market), are presented through the analysis of the medium term evolution of the Tuscan regional labor market. After discussing some standard macro-economic indicators of labor supply and demand and unemployment, the issue of mobility and fragility of jobs is treated upon the basis of job creation and destruction measurements during the 1989-1996 period. Qualitative aspects of labor demand are added to the picture, emphasizing the issue of firm needs in terms of skills and competencies, and of the mismatch between the quality of labor demand and supply. All these elements are inserted within an interpretative framework, which allows the analysis of the gap between growth potential of the economic system and the structural dynamics in Tuscany. Last of all five hypotheses for public policy are suggested.

Abstract: La valutazione nella definizione di un programma di interventi per lo sviluppo (di Sergio Bruno e Alessandra De Lellis) - ABSTRACT: This article criticises the analytical basis and the use of cost benefit analysis on several (though non exhaustive) grounds, but above all for its intrinsic inability to deal with problems of development; this depends on the assumption of marginality and independence of projects. Development and change require instead complementary, system-relevant actions, well coordinated among agents and through time. On such a basis, a link is established between the projects aimed at fostering a development process and the activity of development programming. By associating analytical considerations drawn from bounded rationality and empirical suggestions deriving from companies? practices, several proposals are developed, concerning useful procedures for connecting sequentially projects and programs; such procedures - which exploit the experience made in the management of the European structural funds - allow not only a better coordination among involved agents, but to capture and use the learning phenomena that are generated by the processes of change and are at the roots of further development.

Abstract: Carriere e "tornei" come incentivi nel pubblico impiego: una valutazione teorica alla luce dei recenti sviluppi normativi e contrattuali (di Nicola Meccheri) - ABSTRACT: In this paper the possibility to introduce high-powered incentive schemes in public organizations is analyzed taking into account the attempts to reform public service in Italy since Dlgs n. 29/93 until the most recent normative and contractual developments. A simple formal model of promotions is presented and is examined by introducing typical features of public employment such as pensions, lateral entry restrictions and job security. From this model it emerges that with a well-defined system of promotions it is possible to introduce high-powered incentives even when dismissal is not an issue and out-put is hard to measure. In this perspective the last part of the paper is concerned with "tournaments" as means to define promotions. It is pointed out what could be the advantages and the disadvantages of using tournaments in the public sector especially when public employees are risk-adverse as empirical evidence seems to confirm.
