The event is placed against the long run developments in Italy water resources exploitation. These developments arise, among others, the uneasy question of why, despite an on the whole rich water endowment of the peninsula, one hundred and fifty years of national unity have not been enough overcome the uneven distribution of water resources.

Abstract: Il diritto d?autore tra creativit? e mercato (di Giovanni B. Ramello) - ABSTRACT: This article examines the economic nature of copyright law. The standard economic literature assumes that copyright represents a legal remedy to a market failure. Thanks to copyright authors have the ability to appropriate revenues from those who use their creations and in this light it represents an incentive to creation. On the other hand granting a copyright to an individual is not without societal costs. Ideas are public goods and their privatisation has several negative consequences: the exploitation of the exclusive power granted by copyright generates a monopoly which brings the usual dead-weight-loss and the usual exclusion of a consistent part of society from the consumption of ideas created. In addition there are a number of neglected side-effects which, if rightly inserted in the costs-benefits analysis, will lead to the conclusion that copyright, as it is today, can not solve the trade-off between private incentive and social welfare, while increases the inefficiency in the economic systems.

Abstract: Le aste e i Servizi pubblici locali (di Barbara Antonioli, Federico Biagi e Roberto Fazioli) - ABSTRACT: In Italy, local public utilities are undergoing a radical change in organizational and market structure. The main aim is to extend contestability in order to introduce competition in those sectors. In fact, services are actually assigned to local public firms without auction (direct assignment); firms operate as legal territorial monopolists. Thus, Italian policy makers are planning to switch from a command-and-control kind of approach to a contract-based one, such as competitive tendering by auction (competition for the market). The adoption of the instrument of auction for local utilities, though, appears to be very difficult, mainly because of the multidimensionality of the output. The need to consider other variables than the price, such as quality, enforces to redefine the structure of the auction. The purpose of this study is to suggest a new, multilayered, form of auction, which would enable local policy makers to select local utilities firms considering both economic and qualitative variables.

Abstract: Produzione, consumo e inquinamento atmosferico: un?analisi del caso italiano (di Mariano D?Antonio) - ABSTRACT: The first Italian NAMEA(National Accounting Matrix including Environmental Accounts) allows to measure the impact of production and consumption activities on the emission of six air pollutants and on the absorption of four virgin natural resources. The paper shows the results of an input-output analysis applied to the Italian NAMEA. Among the production activities, energy, transport and agriculture appear to heavily contribute both directly and indirectly to the air pollution. The picture changes when we assume an alternative evaluation system based on the ?real? prices of the output, i.e. prices relative to labour assumed as num?raire. In that case construction, trade, other private and public services as well as final consumption appear to share a more significant responsibility of the pollution. The result is relevant for the design of fiscal policies aiming at charge the burden of pollutants reduction among different sources.

Abstract: La disponibilit? a pagare per la rivalorizzazione del territorio: il caso della ferrovia Colle-Poggibonsi (di Silvia Ferrini e Fiorenza Spalatro) - ABSTRACT: This CVM study investigates the WTP for a restoration project in Poggibonsi and Colle Val d?Elsa (Siena). An old cast-off rail could be bring back into use for recreational and environmental purposes. A double bounded dichotomous choice model allows to estimate use value for the restored area, while an open format is used for non-use value estimation. Results indicates a positive WTP for the project, and are a valid decision making support. In particular, results may suggest a price for an entrance fee, besides estimating residents willingness to contribute to the project, without visiting necessarily the area.
