Afterwards, the reduction of competition, the private firm can recoup losses through a price higher than the marginal cost. Such an anticompetitive behaviour can be practiced by public enterprise as well. They can follow such strategy in particular when they try and maximize output. However, the public enterprise, having drastically reduced the competition, does not have, generally, any incentive to adopt a price higher than the marginal cost. A similar price, indeed, could incentive the entry of new competitors. Seemingly, the policy followed by the public firm benefits the consumers. In reality, with respect to the economic system as a whole, such a behaviour of the public enterprise can cause an inefficient resource allocation and perverse incentives to the private agents when the public firm benefits of public transfers financed by a general taxation. As public firms have incentives to limit competition, the Antitrust Agency has to intervent to restore and strengthen the competition. The model describes the current Italian fiscal law and allows sensitivity analysis with respect to demographic and economic variables. The model highlights also a distorsion of the current fiscal law with respect to an actuarially fair scheme. According to results of some simulations of the model the tax incidence on voluntary pension saving of representative individuals: i) is not influenced by retirement age; ii) is particularly dependent on the real rate of return of the saving. Finally the adoption of an EETscheme would not be convenient with respect to the current fiscal law. Un esercizio di classificazione contrattuale (di Enrico Giovannetti) - ABSTRACT: The paper discusses the mechanisms involved in the establishment of cooperative institutions and their roles. These institutions are based on a pact of indivisibility, agreements regarding resources and employment - and their use, according to coherent distributive rules - in a long-term perspective. Such a pact allows for the establishment of a common-by-contract, corresponding to the creation of a ?process fund? needed for the integration of the production processes, the division of the labour and the specialisation of the labour force. Several commontypes are defined, as separate forms of co-operative enterprises. Particularly, these different forms display their competitive advantages on high contestable markets (agriculture, building, transports, services, etc.). The cooperative commons are the establishment of ?public goods? on the filierewhich on the one hand, allow for economies of scale (and scope) and on the other hand, cut down transaction costs. The enterprise classification proposal, connected to the different types of commons, gives visibility to the different functional roles of the cooperatives. The empirical work is based on original data related to the 1948-2000 period. (di Stefania Ottone) - ABSTRACT: Results from sociobiological and psychological studies have called into question the classical model of Homo Oeconomicus underling the multifaceted nature of both human nature and the consequences of people?s actions. The present paper gives an overview of the various theories developed over time by economists, sociobiologists and psychologists concerning the model of man and of his nature. In particular, it studies how opting for dense regulation, when instead the morality of the subjects would be strong enough to positively condition their behaviour, might turn out to be a disadvantageous choice. In fact, a trade-offexists between ethics and regulation. Where the moral sense of the subjects is particularly well-developed, excessive development of the institutional apparatus would give birth to crowding-outeffects. From this point, the importance of a change in the way of creating policy in both private and public institutions. They might realize that it would be a profitable investment to use resources to transmit values to the subjects through the channel of education, since such a choice would create a stronger equilibrium and continuous control and regulation would be unnecessary. This work will review some of these tools, concentrating attention on the use of quadrant analysis and the priority index.
