Main explanation of this increase has been the change of public opinion towards government intervention. In recent years challenges to the merits of government intervention have been produced by globalisation and demographic trends. Even if European countries seem unable to carry out major structural public expenditure reforms necessary in order to reduce tax ratios in the size required to defeat unemployment, a change of public opinion against government intervention may be recorded. In the same time, however, new political responsibilities have emerged vis-?-visquestions such as environment and poverty-security in the Planet. Such world issues might be successfully tackled only by a new kind of government - often sovranational - intervention to-day widely lacking. We develop a reform proposal which entails the reduction of the contribution rate by some percentage points for all workers who entered into the labor market from some time t0 on. The main advantages of the proposed reform are: (i) it doesn?t apply to workers with a long contribution history, close to retirement and already subjected to previous reforms; (ii) the evolution of the transition cost can be easily controlled and therefore the compatibility with the UE stability pact should not be a problem; (iii) the introduction of a fully-funded component with substantial advantages in terms of higher returns on savings, improved actuarial equity, less labor supply distortions, wider capital markets and less dependence of the social security system on demographic evolution. The effects of the social security reform on labor market, in particular on female labor supply, strengthen the short term reduction of the social security expenditure as a percentage of GDP; in the long run, the introduction of the fully-funded component allows to smooth the negative effects due to a higher flow of newly retired. Lo stato dell'arte Abstract: I Nuclei di valutazione degli investimenti nel processo di ammodernamento delle amministrazioni pubbliche Lo stato dell?arte* (di Simonetta De Luca e Nicola Parmentola) - ABSTRACT: Act No. 144 of 17 May 1999 provides in its Article 1 that all Italian public administrations - State and regional - set up special appraisal teams for the evaluation and control of public investments. These teams are named in Italian ?Nuclea?, as to remark their central and strategical role. The institution of these Nuclea was primarily due to the need of updating the planning and programming method in order to promote and achieve relevant and more efficacious territorial development policies. Italian Government has then realized the importance of establishing a functional connection among the Nuclea of each public administration through the creation of a national Network and to support the whole reforming process with a high quality assistance and training programme, afforded by the NUVALProject. The constitution of these special appraisal teams takes on the meaning of a real socio-economic reform, that, originally urged by the European Community regulation regarding the proper use of financial resources granted to the State members through the Structural Funds, tends to strengthen the strategical approach of the increased decentralisation in programme management of public investments inside unitary national principles concerning technical economic evaluation and monitoring of investment decisions. On the other hand, the national Network, conceived as a common experience communication platform, aims at enhancing and spreading excellent practices. It further acts as a mean for the diffusion of methodological and technical tools that can be shared among each operator, thus improving the quality of public investments policies and optimizing the use of available resources. After a brief survey on the planning experiences in Italy following the constitution of Regions in the seventies, the present article draws attention to the actual progress made by the special appraisal teams and their national Network and by the assistance and training NUVALprogramme.
