Abstract: Le strategie di riposizionamento delle local public utilities (di Barbara Antonioli, Roberto Fazioli, Alessandra Fazzioli) - ABSTRACt:In Italy, local public utilities are undergoing a radical change in organisational structure and strategically policy. The main aim is to diversify the core business in order to became multiutilities and multiservices firms. In this perspective, local public utilities are more and more interested in telecommunication services, that seem to be economically and financially ?appealing?, above all because local utilities could exploit the favourable tie with customers of geographical area in which they operate. This kind of reorganisation could be preceded by an effective demand side analysis. The purpose of this study is to analyse business telecommunication strategies and new industrial organisation of local public utilities with particular attention to most important national case studies.

Abstract: L'intervento pubblico nei servizi di trasporto passeggeri su lunga distanza: pro e contro il mercato The current bias towards the promotion of competitive markets is not based on sound theoretical roots, but on the awareness of ?state failures? and on the revival of the neoclassical ideology. Therefore, when competitive markets are not able to reach an efficient allocation of resources and a satisfactory level of social equity and of quantitative and qualitative development, there is still room for public policies alternative to competitive markets. The paper shows that this is the case in the sector of long-distance passenger transport. Actually, to foster the development of this sector a threefold approach is needed. The first one to complete the recent effort to promote the liberalization of services and the competitive regulation of infrastructures. The second one to provide an adequate level of public goods infrastructures, education, innovation, research and to protect consumers. The third one to act consistently with the existence of network, environmental and health externalities. Competitive markets have a secondary role in the proposed approach: they are just one of the policy tools and they are structurally conditioned by public intervention in the economy.

Abstract: Mercato e regolazione: il caso delle agenzie previste nelle leggi regionali italiane nel settore dei trasporti pubblici locali (di Dario Peirone) - ABSTRACT:Regulation attends to improve the welfare of consumers, when imperfect functioning of the market. The crucial point is the choice of the rules and the instruments, but also the structure and the governance of regulation are very important arguments, especially since when the Italian (national and local) institutions have decided to create proper organisations: the Authorities. These structures are the objects of this work, in particular about their objectives, the relationship with the politicians, the size of their powers and, last but not least, the mechanism to determine their competence and to limit their discretion. Then will be presented the laws of four Italian regions on the new order of local public transports, a demonstration of the necessity of regulation?s Agencies and a challenge for the local governments: so it is possible to try to evaluate the first difficulties that functionaries and regulators will have to face up, and the costs for local communities at the beginning of the activity of these organisations.

Abstract: La distribuzione dei farmaci in Italia: assetti industriali ed efficienza alla luce di un confronto internazionale (di Laura Ferrari Bravo) - ABSTRACT:This paper provides an analysis of the Italian pharmaceutical distribution network and a cross-country comparison with other EU member States. It is argued that the reaction of Italian wholesalers and retailers to the significant changes underwent in the broader European pharmaceutical industry should be enhanced by regulatory reforms that foster competition at all levels of the production-distribution chain. Particularly, it is shown that health policy goals which regulations are designed for would better be pursuit by a policy mix that allows free pricing for pharmaceuticals while constraining wholesaling retailing, or by a control system over prices paired with a more flexible distribution network.
