(di Giorgio Ragazzi) - ABSTRACT: Public opinion needs few, clear indicators to evaluate plans and financial results of the public sector. Of the two main indicators relevant for European fiscal monitoring: i) net indebtedness would be better defined excluding trades in marketable assets, whether real or financial, and ii) debt would be better defined at market price instead of at nominal value. At national level, various definitions of cash needs (?fabbisogno ?) risk to provide contradictory information and appear to be mainly a source of confusion. Attention should rather be given to capital gains/losses which are a major albeit neglected cause for changes in debt and public sector net worth. Issues of evaluation institutional design are currently debated in scholarly political and organizational discourse on public management. This article explores how institutional forms and rules interact with evaluation-based knowledge in predictable ways that structures evaluation uses to change administrative processes and practices. We focus on the case of the World Bank where program evaluation has been institutionalized since the 1970s. The article addresses such issues as: (i) the independence of evaluation, and its legitimacy for decision making, (ii) the governance and accountability mechanisms, which evaluation may or may not reinforce, and (iii) the organizational values and culture that frame evaluation studies and underlie the perceived usefulness of evaluation for management decisions. Rational individuals choose to commit a crime when the expected net benefit is positive. Rational individuals respond to the incentive mechanism. Therefore, in order to fight crime it is necessary to modify the incentive system. The State has two essential tools to reduce the crime rate: penalties (civil and penal) and enforcement probability of law. According to Gary Becker (1968) the efficiency criterion involves an increase of the civil penalty up to the highest level (equal to the individual?s wealth) and a decrease of the enforcement probability, keeping expected penalty constant. This approach arises two problems at least: the poor criminal is not disincentived by high penalties; high penalties stimulate the criminals to commit the heaviest crime (marginal deterrence problem). However, the main limit of the standard approach is that criminal choice does not depend on social interaction (social context is included in the ceteris paribusclause). Social interaction determines values, individual identity, and identification with the frequented group. Consequently, social interaction influences criminal choice. Therefore, the fight against crime implies not only a sanction but also a public policy aimed to modify values and behaviours prevailing inside the social group. The performance is defined as the ability of a bank foundation to obtain revenues from their assets and to maximise its grant-making activity. To build a performance indicator we use an operational research methodology called Data Envelopment Analysis(DEA), applied to a model in which the variables are represented by budget ratios. Moreover a windows analysis is undertaken in order to examine the change of the performance of the bank foundations in the time period analysed.
