As several international experiences have largely testified, water's strategic role in economic and social development as well as freshwater shortfalls in many regions of the globe ask for a quick re-thinking of managerial practices and models. In this essay, we argue that water's mixed nature of private/economic and social/public good suggests a mixed managerial model for water services implemented through different forms of public-private partnership (PPP). Therefore, by using insights from economic literature on privatisation, we propose some applied criteria which can drive governments in designing and architecting PPP for water services provision taking into account efficiency, equity and sustainability requirements. We present a strategic model in which a monopolist firm chooses both the timing of the investment and the capacity. We focus not only on the value of the immediate investment, but rather on the value of the investment opportunity. We then extend the model to two interdependent projects, where undertaking the first project provides the opportunity to acquire at maturity the benefits of the new investment by making a new outlay. We show that flexibility to defer an investment may generate, ceteris paribus, additional profits, which may induce positive effects in terms of consumers surplus. Particular attention is paid to compare the traditional results of Allingham - Sandmo's (1972) model with an alternative approach supported by the Behavioural Economics. The theoretical analysis shows that the CPT applied in the context of tax evasion model supplies more reliable, but less definite, policy conclusions. It overcomes some limitations of the orthodox approach moreover the conclusions of the Allingham - Sandmo's analysis become a special case of the model proposed. Il caso del consorzio nazionale per il recupero e il riciclo degli imballaggi di natura cellulosica (di Cesare Pozzi) - ABSTRACT: In order to implement the European Directive 94/62/EC, in 1997 Italy has adopted the so-called Ronchi Decree that establishes several rules for the recycling and recovering of waste packaging. The main feature of the Italian system is that it provides for the creation of packaging producer's associations, which are committed to accomplish the targets set forth by the Directive. The paper aims to assess the proportionality between the contribution of COMIECO the cellulosic packaging producer's association to environmental protection, and the distorsion and restriction of competition in the waste paper market caused by its activities. The main finding is that not all the restrictions to competition are necessary to accomplish its special mission. In order to contribute to the development of a better set of rules, a qualification of the COMIECO as a buyer of last resort is proposed. The increasing need of financial resources explains why in recent times local management has fought this drawback in order to get back fiscal revenues. The evasion of waste disposal tax is a crime and taxpayers should be audited and punished when they are found out breaking the rules. Sometimes, however, this principle suffers from some important limitations. Even when local tax authorities fight tax evasion, evaders who would like to change their behaviour might be prevented from doing so by a kind of lock-in effect, specific of this particular tax, and they might thus keep on evading. For the same reason it is difficult to force the ghosts to show up. Efforts to curb evasion might produce positive external effects between municipalities, as long as taxpayers who move to a new one still refer to the enforcement parameters to which they were used in the former. The recent amnesty as a one-and-only opportunity to pay back local taxes has not been often adopted by local authorities. In fact this measure cannot replace local taxes enforcement because a forgiving local administration should anyway commit itself to check the data included in the amnesty report. The risk of bearing the cost of appeal when a more intensive control occurs is nevertheless a good point to acknowledge that being tolerant towards evaders can ease the burden of the administrative action.
