In giving formal expression to Knight?s ideas, by dropping the completeness assumption of the bayesian model and adding an assumption of inertia, this theory explains the absence of betting and insurance without reference to asymmetric information. In this paper, it shall be argued that by explaining why it is difficult to insure uncertain gambles, this theory is also capable of shedding new light on the relevance of public insurance. Despite its name, knightian decision theory bears certain resemblances to Keynes?s ideas rather than Knight?s. In this respect, it seems more appropriate to refer to this theory as pseudo-knightian decision theory. The main implication of such reform it would be the impulse for the whole economy through the support to the final demand of consumption. The attention should be moved to the possible economic effects, that can be considered in disaggregated terms, both for productive attivities and institutional sectors. Such fiscal politic should produce effects on the industrial production through the enhanced disposable income, which produces new final demand. In the following analysis we will use a multisectorial extensive model, useful to describe the whole income circular flow; in this way we can estimate the impact on the industrial production of the ire reform and we will analyze potential alternative scenarios, describing various politic?s options that can be realized with same amount of fiscal resources. This phenomenon is due to several reasons: the expansion of nonprofit organizations to supply the crisis of welfare state; the privatisation of many activities which were carried by the state and are now carried by foundations created by the state itself. There are now different types of foundations and some of them are ruled not only by the civil code (as the traditional model of foundation) but by a specific law as well. Because of this evolution the characters of modern foundation are often different from the model of foundation in the civil code. Moreover, the recently created foundations are different from each other. Therefore, the part of the civil code concerning foundations needs to be reviewed; different regulations suitable to the different types of foundations are also needed. The study is focused on ici, Addizionale all?irpef and tarsu, applied in 2004 on the resident households of the municipality of Emilia Romagna and Puglia. The choice of theese two regions was made because of their different tax scheme and because of the different level and distribution of the income and wealth. The redistributive impact is estimated using a synthetic index and analysing the distribution of the relative incidence among quintile of the population. The analysis demonstrates that the total local tax is more regressive in Puglia than in Emilia Romagna. The effect mainly comes by the application of tarsu. The different impacts of local taxes are not depending just by tax scheme but even by the distribution of their tax-bases among community. L'esperienza delle Unioni di Comuni nelle Marche (di Barbara Ermini, Samuele Salvucci) - ABSTRACT: Italian law permits some forms of partnership among local councils; one of them is called Unioni di Comuni. This contribution describe the structural characteristics of the Unioni di Comuni, its administration of public policy and its provision of services as they emerge in the Marche region. By means of balance sheets, it is offered a further insight in the activity of a chosen case study. It emerges that the number of Unioni, of local councils and citizens involved is growing over last years; the same pattern emerges as to the number of services that local councils assign to Unione. Local councils mainly allocate essential function and primary public services to Unione (such as, polizia pubblica); less commonly, Unione manages services related to bureaucracy. Unione sometimes just replaces local councils in the provision of the services but more often it offers new services or improves the quality of the existing ones. Consequently, we hardly observe relevant cost saving in the government of a given function. Finally, even if state and regional financial incentives cannot be disregarded, the main source of financial support to Unione is the local councils contribution. Il caso del Piemonte (di Graziella Fornengo, Elisabetta Ottoz) - ABSTRACT: The paper analyses, for the period 1998-2002, the effects of the reform of local public transit in Piedmont on the structure and efficiency of the regional bus transport industry. A data base covering almost all the firms concerned allows to distinguish the performances of private and public-owned firms. The industry became more concentrated after the merger (2002) between the two large public-owned firms operating in the metropolitan area and the widespread diffusion of informal groups of economic operators not assuming a specific legal form, ATI in Italian. Technical and economic efficiency indicators, as well as a DEA application, show on average a slight improvement at the end of the period, with poorer performances for the public owned companies.
