Abstract: Dati telerilevati e beni pubblici globali - This paper is an initial investigation of the possibility that remote sensing data be regarded as global public goods. Remote sensing data for civil applications may be considered as Moreover products since the marginal cost from an additional use is close to zero. Indeed, remote sensing data are a form of scientific knowledge and as such have an important public good trait. Furthermore, this is also a consequence of the general opinion that regards environmental resources as global public goods and natural disasters as international public bads. To show that remote sensing data have the potential to be considered global public goods has significant implications. Indeed, global public goods provide a rationale for international collective action, which is the only way to produce and share them, given that a global governmental authority does not exist. The paper will recall examples of international initiatives and programs that are based on data sharing principles implying full and open exchange of data and implicitly recognizing that remote sensing data are global public goods.

Abstract: L?effetto dell?esperienza della malattia sulla valutazione degli stati di salute - The issue of how respondents? characteristics influence preference-based valuations of health states has been addressed by the literature with a particular emphasis on the analysis of the effects of experience of illness. This study investigates the impact of experience of illness and of current health state on valuations provided by patients through three techniques, Standard Gamble, Rating Scale, and Time Trade-Off. This analysis complements the existing literature on the duration of illness and on adaptive behaviour, and sheds light on the way experience may affect health valuation according to the technique adopted. We use responses from 130 interviews administered to consecutively admitted patients of two cardiology units. Results show that the impact of the time elapsed since diagnosis is technique-specific: only in Standard Gamble estimates we find evidence that, the further away in time is the diagnosis, the lower the utility of the state.

Title: La finanza delle regioni a statuto speciale e delle province autonome
Abstract: La finanza delle regioni a statuto speciale e delle province autonome - In the Italian model of local government finance, five Regions are granted special forms and conditions of autonomy, specified in their respective statutes. This paper highlights the tasks performed by the five Autonomous Regions (one of which composed of two Autonomous Provinces) and the way they are financed. The aim is to identify differences not only among them, but also in comparison with the ordinary Regions, over which the present-day debate on fiscal federalism is mainly focusing. The main results show that the Italian Autonomous Regions, far from being a uniform class, can be divided into three groups: the small entities in the North (Valle d?Aosta and the Autonomous Provinces of Trento and Bolzano) are characterised by the higher level of per capita expenditures and by the important financing role of tax sharing (i.e. fractions of tax revenues arising in their jurisdiction); the two islands (Sicily and Sardinia), although incurring a lower expenditure, still rely on a persistent system of government grants; Friuli Venezia Giulia stands in an intermediate position between the two aforementioned groups.

Abstract: L?evoluzione dei rapporti tra enti pubblici e nonprofit nel settore dell?assistenza in Italia: nodi e prospettive - Since the 1990s Italy has experienced a strong expansion in social enterprises and in the third sector. Empirical literature has focused overall on the economic and employment dimensions of the third sector?s role in the economy of social care. However, in the last years little has been written about the empirical process of evolution of the welfare mix in Italy. To address this need, the paper analyzes the recent dynamics of the relations between public agencies and nonprofit enterprises. The central conclusion emerging from this analysis is that the evolution of nonprofit in Italy still suffers from a number of drawbacks and limitations, while the regulative approach to the welfare mix is only partially appropriate to enforce the advantages of nonprofit enterprises in a modern economy of welfare.

Abstract: Investimenti e criteri per l?assegnazione a gara delle infrastrutture: il caso dell?Interporto di Cervignano - The paper describes the role of the public investor and the criteria of assignment used for public transport service procurement, focusing on the case of the interport of Cervignano. The main point is to show that among the possible choices for procurement the choice of the international tender appears interesting and innovative. Currently, in Italy, only the company that manages the interport of Cervignano has chosen this procurement method, in a landscape of mainly in-house assignments. Use of the ?competition for the market? enables the Cervignano manager to achieve the full contestability of the market during the period of concession.

Abstract: Gender Auditing e Approccio delle Capacit?: Teoria e Metodologia - In this paper we propose a model of Gender Auditing (GA) inspired by Amartya Sen?s capability approach. The methodological and normative assumptions and features of the model are outlined in order to list the relevant dimensions of human development. Then, the paper proposes indicators and a simple variation of the Gender Empowerment Measure to evaluate the impact of public policies on gender issues of equal opportunities between men and women.

Title: L?opting out dalla previdenza pubblica a quella privata e le scelte di adesione dei lavoratori del Regno Unito
Abstract: The economic policy debate on the pension system?s reform process in Italy has been on the forefront for more than a decade, and an increase in the role of funded private pillars has been often suggested. In this paper we focus on a specific way for enlarging such pillars: the partial opting out proposal, i.e. the chance for individuals to voluntarily devolve part of the contribution due to ?pay as you go? public schemes to funded private ones. We argue that, if enrolment in different pension schemes is significantly related to individuals? socio-economic status, the introduction of opting out could result in population segmentation, weakening the social cohesion lying at the basis of a universal welfare state. We focus on the pension system of the UK, where voluntarily opting out from public second pillar towards private pension funds has been possible since the mid 1980s, and we study by means of an econometric analysis if the choice of pension enrolment of British workers are significantly related to their socio-economic status.
