From an economic point of view disability causes both poverty and inequality. Disability causes additional cost of turning family income into individual welfare. From a social point of view disability is a source of discrimination. Ceteris paribus disability needs a higher income to reach the same welfare level. The State could contrast social discrimination against the disabled. The State has the power to intervene through monetary subsidies, earmarked subsidies, and in kind service supply. The State aims both at ameliorating the life quality of the disabled and at influencing the disabled expenditure pattern positively. The State faces both information asimmetry and control difficulty in terms of the nature and level of individual disability assessment. In presence of adverse selection disability causes moral hazard. The public disability protection needs resources raised through tax. The public redistribution is justified as the disabled has a higher marginal consumption utility, especially when the disabled is a poor one. Hence, the social welfare maximization needs a public activity so to minimize the distortion effects of tax raising. As a result of this trend, the estimated costs to the public budget of integrating handicapped pupils in ordinary schools exceeds 4 billion euros and will probably increase in the next years. Recent legislation aiming at capping the growth of certified special needs has been partially ineffective. Furthermore, the ratios of handicapped students to total students and of devoted teachers to pupils with special needs show different regional patterns and even sharper differences between provinces of the same region. The paper investigates the reasons of such differences and suggests policy measures to reduce the cost of integrating handicapped pupils in ordinary schools saving or improving the quality of service. The paper focuses on the latter issue and addresses the analysis of the potential effects of the diverse measures adopted with the reform on the dynamics of corporate investments. The essay is organised as follows. In the first section a review of the innovations introduced with the reform is provided; the second paragraph discusses the major elements of the reform?s rationale; in the third section we analyse the effects of the main novelties through a simulation based on firm level data derived by the last two waves of the Capitalia Survey on manufacturing companies covering the period 1998-2003. Finally, in order to further analyse the potential impact of the reform on firms? decisions, paragraph four presents the results of econometric estimates of the functions of financial debts and corporate investments, which take into account the effects of proper fiscal variables. Abstract: This paper analyzes the potential and the limits of project finance for the provision of local public services and compares them with alternative instruments in the light of current regulation. The main requirements for project finance, even in non pure forms, to justify its complex network of contracts, appear to be the presence of synergies between construction and service provision, the allocation of a substantial part of market risk to the private partner, and infrastructure that is large in scale. The available data and a survey carried out in the Emilia-Romagna region show that instruments similar to project finance are widespread in local public services. Yet the actual features of public finance in Italy seem to be far from those that would normally justify its use. The main reason for using project financing has often been to avoid an immediate and direct financial burden to the public administration or to bypass overly rigid rules in the public management of some services. Italy is located at the centre of the Mediterranean See and of Europe, therefore the development of modern and competitive ports is of great importance for the country. The harbour of Genoa is a natural candidate to become one of the most important ports in the world. This positioning would constitute a factor of competitiveness and development for both the city of Genoa and the country as a whole. This paper analyzes first the determinants of success of a modern port and offers a comparison between the Ligurian port and that of Rotterdam. This comparison highlights the strengths and weaknesses of Genoa?s harbour with respect to Rotterdam?s.
