Title: Valutazione delle autorit? di regolazione: una nuova introduzione
Abstract: An Independent Regulatory Authority is a publicly identified official bureau having the regulatory responsibility of a market and being independent from i) the agents operating in that market, ii) other interested parties such as industrial pressure groups and iii) political actors like ministers. In particular, an Independent Regulatory Authority can be represented as a decentralised mode of government designed to check and balance the powers of ministries and interest groups. We can find in this depiction a European theoretical root: the Ordo-Liberal thought. The purpose of this paper is to emphasize such root in the evaluation of the performance of Independent Regulatory Authorities.

Title: Costi e benefici del distacco da una giurisdizione locale: il caso di una provincia
Abstract: The proper size of local jurisdictions is one of the problems the economic theory of fiscal federalism deals with. On theoretical grounds, the economic literature identifies the benefits and costs of larger vs. smaller jurisdictions mainly in economies of scale and differences in population preferences, respectively. Gains and losses due to the tax-transfer mechanism are often also considered. In practice, any decentralised country may face the two opposite phenomena of small jurisdictions merging to found a larger one and/or the communities belonging to a single political-administrative unit separating so as to give rise to two (or more) smaller jurisdictions. In this paper the latter case is analysed with special reference to the possible splitting of the Italian province of Reggio Calabria and the founding of a new province in its eastern part. The mentioned approaches are jointly used so as to provide a unitary cost-benefit evaluation. Firstly, the efficiency gains and losses from the province splitting are considered. By using indicators of the population income, wealth and consumption, of demographic and education composition and of political opinions, the gains in preference homogeneity are tested also through the cluster methodology and a spatial analysis. Then the economies of scale are analysed with respect to the administrative offices, and the additional political and bureaucratic costs are inferred using data from the mother-province budget. Finally, an analysis of financial sustainability of the new province is accomplished, through a simulation of its budget and the calculation of fiscal and financial indicators. While no gains in terms of better correspondence of the new province decisions to local preferences may be hypothesized as a consequence of the separation from the old province, higher costs due to the doubling of political and administrative apparatus and a worsening of fiscal and financial situations should be expected. The well known result that the secession from large jurisdictions comes out in net losses for poorer areas appears to be confirmed.

Title: Asili nidi e livelli di governo: evidenze da una prima ricognizione dei comuni italiani
Abstract: This paper is an empirical survey on both the provision and the funding of childcare services in Italy. To this purpose, national financial laws, regional laws as well as Italian municipalities? budgets are analyzed. First of all we describe the funding mechanism of the service pointing out the relationship between different government levels. Secondly, we propose demand and supply indexes for 20 territorial clusters using data at the municipal level. The analysis shows that, de facto , the aim of the service is conceived in different ways by local governments. This implies uncoordinated policy interventions by the different levels of government as well as a huge unbalanced territorial distribution of both demand and supply. The characteristics of the local demand for the service seem to be crucial elements to promote an efficiency improvement of public expenditure for this service.

Title: Forme proprietarie ed efficienza produttiva nei servizi socio-assistenziali. Un?analisi non-parametrica
Abstract: This paper considers a sample of 228 Italian organisations providing communal services with the aim of measuring their technical efficiency using the DEA (Date Envelopment Analysis) method and of testing the existence of efficiency differentials among nonprofit, forprofit and public organisations. The results show that no significant efficiency differentials exist across organisational forms. The innovative aspects of this paper include: 1) the allowance for the role of non-paid labour, that characterises particularly the nonprofit sector; 2) the inclusion among the inputs of indicators of both paid and non-paid work-hours (as opposed to number of workers) and among the outputs of service hours per user; 3) the differentiation, within the nonprofit sector, between social cooperatives, religious nonprofit organisations, and non-religious nonprofit organisations.

Title: Un?analisi dell?efficienza di scala e di costo del sistema sanitario pugliese
Abstract: This paper deals with the empirical research of cost efficiency and technological characteristics of the Health Service in Puglia over the period from 2004 to 2007. A review on the stochastic frontier model and the most recent analyses of the efficiency in the Italian regional health services is provided. We propose an empirical analysis base on a Translog stochastic cost frontier by the Battese and Coelli (1992) approach. According to the empirical results, the efficiency of Health service in Puglia has reduced during the period from 2004 to 2007. We also find evidence of relevant scale economies not exploited by producers, which decrease with the number of DRG points.

Title: Legge di Wagner e spesa pubblica italiana disaggregata: un approccio VAR
Abstract: Wagner?s Law is the first model of public expenditure in the history of public finance. The aim of this article is to assess its empirical evidence in Italy for the period 1960-2008 at a disaggregated level, with a VAR approach. After a brief introduction and a survey of the economic literature on this issue the specifications of Wagner?s Law for some specific public expenditures are estimated. Wagner?s original specification is also estimated. Some notes on the long-term relationship between public spending and national income conclude the paper.
