In this scenario, it is interesting to see how the resources allocated to firms, in general, and service firms in particular, have changed in recent years in order to gauge the extent of public intervention in terms of amount of concessions made available to firms. At the same time, many have claimed the need for rationalization of forms designed to help service firms, since the incentive system currently in force, seems to be characterized by an excessive number of available financial instruments (credits ?tax, tax relief, investment grants, measures to guarantee, etc.) and certain cumbersome and slow procedures for spending. In this sense, the decree for the reorganization of the incentives established by Law No. 99 July 23, 2009, not converted on time, had planned to reduce stimulation procedures - Auto, evaluation and negotiation - depending on the size and financial sector intervention. The main objective of this paper is to provide an estimate of the resources made available to the company system in the last year restoring, where possible, joint sectorial and territorial incentives provided. The secondary objective is to examine the reorganization of the draft decree provided as a useful quantification of the resources that would be merged in the Fondo unico per il finanziamento degli interventi, intended for businesses. Abstract: The presence of a pervasive and evolving local regulation in the Italian public procurement offers a way to study the effects of a vast series of reforms involving firms qualifications, contracts awarding and subcontracting. This paper documents the legal aspects of these local regulations and, for some of these rules, exploits their changes over time to analyze their effects on firms participation, winning bids, renegotiations and subcontracts. The paper also investigates how the type and availability of data affects the robustness of the effects of the different reforms evaluated. Finally, it also compares the estimates obtained to those coming from the recent experimentation undertaken by the municipality of Turin regarding the auction formats.. Un tentativo di stima per l?Italia Abstract: The fiscal (or financial) illusion refers to the mechanisms that affect the perception of the economic agent about the subjective evaluation of costs and benefits of public policies. This paper aims to contribute to a long and still ongoing discussion in the empirical literature regarding the relevance of fiscal illusion for the current tax systems. Authors review main empirical literature on fiscal illusion in order to estimate an overall index of fiscal illusion. The index is estimated for the Italian economy over the period 1995-2009 by applying Factor analysis approach. Fiscal illusion has decreased from 1995 to 2003, later it has remained steady up to 2009. Despite dwindling public resources and several constraints imposed by the EU regulation, social housing is rising up the political agenda in order to address the "affordable housing shortage" in a direct and holistic way. In Italy there is an urgent need for ethical private actors to enter the social housing sector. Besides the principle of cheap housing, this new approach also involves other concerns such as new types of dwellings, building quality, energy saving and the creation of tight-knit communities. After a survey of the current legislation on the students? right to education and of the role of State and Regions on this subject, a statistical analysis is performed on a sample of 1,413 students belonging to three cohorts of freshmen enrolled in the BA programme at the University of Pavia in the academic years 2002/2003, 2003/2004 and 2004/2005. A first result of the analysis is that the high school degree grade is a good predictor of the probability of maintaining the grant for the first year (on the basis of current criteria), as well as for the whole three-year cycle of studies. The high school grade is also a good predictor of the probability of getting the BA degree in regular time and with a high mark (99/110 or more). Consequently, we argue that policy makers should consider the hypothesis of re-introducing the high school degree grade as a criterion for selecting freshmen eligible for grants. We also assess the hypothesis of establishing more restrictive merit criteria for obtaining university scholarships. The analysis proposes some solutions tions capable of stimulating students to obtain better results, while at the same time maintaining a good number of students eligible for grants. This paper suggests that spontaneous and formal rules do not cancel out each other, but are the results of two distinct approaches on just one reality, which did not catch its dynamic indivisibility. It is true that a behavioural rule survives thanks to its efficiency, but it is not true that the autopoiesis of the norm is efficient per se.
