The analysis shows that, organizational methods for service provision and budgetary financial conditions being equal, investments declined more sharply in the larger municipalities subject to the Domestic Stability Pact than in those which were exempted. The Pact effects have been relatively stronger for those municipalities in better financial conditions, that would have been able to finance investments with their own resources. The Pact has helped to achieve the main goal of the legislator, i.e. to keep the deficit under control. It has also provided a stimulus for local governments to be more rigorous in drafting their budgets, leading to a closer correlation between the amounts committed and those actually spent, in line with the provisions of the new accounting system which has come into force in 2015. In the case of transport, the sector that has contributed most to the growth of total emissions between 1990 and 2008, the 2020 target could be achieved by introducing a carbon tax (CT). A CT would significantly reduce households? demand for private transportation, lowering their emissions. CT proceedings could pay for the reduction of more distortive levies (e.g. labour taxation) or recycled to finance the deploying of renewable energy, replacing the existing charges on electricity consumption, thus alleviating the cost burden of less-affluent households. The CT would also be consistent with the polluter-pays principle, since the largest reduction in emissions would be financed to a proportionally larger extent by those with higher emissions. In detail, the Italian Legislative Decree no. 155 of 2012 established the removal of 31 first instance courts and of 220 sub-sections. Focusing on these first instance courts, this is an empirical work aimed at analyzing the expected impact of this policy, both in terms of technical efficiency and access to the public services. On the one hand, adopting the Data Envelopment Analysis (DEA), the author tests the hypothesis of economies of specialization, supporting the main target of the reform. On the other one, the author analyses the impact of the courts? jurisdiction on litigation, i.e. the expected impact of the reform on the demand of justice. Taking the technical efficiency into account, the results confirm the positive impact of the reform. At the same time, the results suggest an expected reduction of the demand of civil justice, which might be due to the courts? access. However, considering the policy maker?s approach in the detection of the suppressed first instance courts, there are opportunities to improve the analyzed policy. Un?indagine empirica presso l?Ospedale Niguarda di Milano Abstract: The purpose of this work is to identify the personal characteristics of mothers who requested the child-care benefits of the project called "Fiocchi in Ospedale" in the days immediately following childbirth. The work is based on the results of a survey led at Niguarda Hospital of Milan and involving a sample of about 120 women, some of them enrolled in the project "Fiocchi in Ospedale". Results of a probit analysis show that (i) the unemployment condition of the mother is one of the main predictors for the need for assistance; (ii) there is an inverted "U-shaped" relationship between the age of the mother and the need for assistance; (iii) the education of the mother does not affect the likelihood of receiving benefits; (iv) foreign mothers are more likely to need assistance.
