Giuranno Title: Mezzogiorno tra crisi economica e intervento pubblico Abstract: This special issue includes five contributions dedicated to the economy of the South. The works analyze various aspects of the southern economy related to the economic crisis that has characterized the last decade. The treated aspects range from the consolidation of public finances to the redistributive consequences of the increase in public spending for interests on sovereign debt. The results highlight the pro-cyclical characteristics of transfers to the southern regions, reflecting the sacrifice made by the South for the revival of the national economy. Sacrifice is also witnessed by the effects of the economic policies of the last few years that, implemented at national level, have produced different results on a regional scale, strengthening the North-South divide in the country. Moreover, the growth of the southern economy cannot ignore the infrastructural enhancement of transports. The latter are essential to make the Mezzogiorno the leading economy for the growth of the Mediterranean basin. It is shown how the economic and social implications have been stronger in the Mezzogiorno regions, mostly because of the higher dependence of this area upon the demand triggered by public funds. Then the note discusses the main factors limiting the effectiveness of the actions undertaken in the area of structural reforms and functioning of the public administration, which remains overall worse in the Mezzogiorno. Inspection of data allows to observe a declining trend in the interregional redistribution. The dynamics of net fiscal flows are discussed in a long-run perspective, refuting the argument that excessive redistribution from Northern to Southern regions should be regarded as the main cause of the accumulation of national public debt. The weak link between size of interregional redistribution and intensity of regional policies is also discussed. Finally, the possibility to compute net fiscal flows accounting for interest payments on public debt is explored, and estimates including interests are presented. This paper aims at providing an evaluation of the impact the "National Plan Industry 4.0" may have on the improvement of competitiveness of North-Central and South Italy?s production. Contrary to what usually happens in these cases, where the evaluation process focuses on the impact exerted at micro-level, here an analysis carried out at macro-level is preferred. Such evaluation is made through the SVIMEZ bi-regional econometric model (NMODS). This model, built with a bottom-up methodology, processes separately the two parts of the Country, thus allowing us to identify exactly the effects triggered by policy measures at territorial level. The variables evaluated are value added, hourly productivity, obviously in addition to investments. At the end, the equalization program, which has been applied to partially reallocate resources within Fondo di solidariet? comunale in 2015-2016, is horizontal, based in part on the differences between estimated local expenditure needs and fiscal capacity and in part on the differences between fiscal capacity and its average value. Given the importance of the reform and considering the fact that its implementation was sequenced in distinct steps, which obscured many of its contentious issues, the purpose of this paper is to explain the modus operandi of the new equalization program and to quantify its redistributive effects under the hypothesis of its application at full of Fondo di solidariet? comunale and under some alternative scenarios. In both cases, municipalities in Southern Italy appear to benefit more than municipalities in any other Italian macro-regions. However, this European strategic plan seems to be counteracted by national sectorial programs and policies, focused much more on improving existing and relatively new infrastructures, than on building the missing ones. The analysis of the Italian "Strategic Infrastructures Program" shows for Southern Italy, in the last fifteen years, an important trend to downsize the interventions related to the transport system.
