This paper discusses how the general framework of the theory of economic regulation of services of general economic interest can fit the MWM industry. We show that this industry exhibits specificities that require an adaptation of regulatory principles, but nonetheless cross-fertilization from the regulatory practice of other utilities is feasible. However, the recognition made shows that the applied economic research on this sector is still in its infant phase, and substantial improvements are needed in order both to understand its mechanisms from a theoretical viewpoint and to provide empirical evidence. Different from other utilities, physical network assets are less dominant and competition opportunities are larger; however, the main constraint to widespread opening of the market descends from contingent reasons determining de-facto market power, and from the superior value of service reliability and contrast to illegal operation. A Principal-agent Approach to the Portuguese Waste Services Abstract: In this paper we break new ground by investigating the relationship between organizational characteristics and performance in ?retail? waste management in Portugal for the year 2016. We found that total costs and tariff revenues can be explained by the management model. Municipal corporations seem to present the lowest results, while private sector participation scores the highest levels. This has implications for the Portuguese regulatory agency. The ongoing regulatory framework is still not sufficient to safeguard users? interests such as lower prices. We are focusing on performance results that are influenced by previous contractual agreements. Attached to increasing regulatory power, efforts should be placed at contract negotiation between the parties. In Italy incineration of Municipal Solid Waste (MSW) still counts for 18%. On one hand, knowledge and information on waste flows and technological features of plants (pre-treatment and treatment pants, composting plants, incinerators and landfill) is known. On the other hand, information and studies on economic aspects of such plants are limited. Due to the regulation of the sector, one of the relevant economic indicators of the incinerators are the fees to access to these plants ("gate fees"). This study frames the waste management sector within the Italian legislative structure. Furthermore, it aims at partially close the gap in literature regarding the gate fees of incinerators. Results show that the gate fees are not uniform, and they range between 64 Euro tonne (Napoli in Campania region) to 112 Euro tonne (Padova in Veneto region). This research is also relevant considering the new born regulatory and control authority (ARERA) which includes since January 2018 the waste management sector. Valle Title: Economia circolare: il fabbisogno impiantistico di trattamento dei rifiuti urbani in Italia al 2035 Abstract: Starting from the current situation and regional planning on waste recycling and treatment, this article contributes to the existing literature by building a scenario on minimum required plants needed for waste treatment, specifically focusing on wet and differentiated fractions. The proposed scenario is consistent with the objectives stated in Circular Economy to 2035 directives, full compliant with the waste hierarchy. Assuming waste production to be constant and plant capacity to be maintained as of today?s level, there still will be an additional need for wet waste recycling and residual waste treatment of respectively more than 2 millions tons/year and 1.5 million tons/year. These forecasts result in at least 53 additional anaerobic digestion plants and at least 4 incinerators. The proposed plant will is coherent with regional self-sufficiency in disposal of non-hazardous urban waste, following subsidiarity/proximity to large area principles for wet fraction (neighbouring areas) and residual urban waste (macro area).
