The Territorial Relational Capital (TRC) is an intangible asset that determines the competitive potential for the socio-economic development of an area with reference to the existence of relations and exchanges among the different actors involved. In order to manage this asset, Local Authorities need to develop adequate control systems able to measure and represent it. The aim of this work is to offer a possible utilization of the Social Network Analysis (SNA), modified to be applied as methodological tool to generate measurement information, useful for strategic control and for representation purposes, on TRC. The work also presents a TRC measurement process, carried out by using the above mentioned approach, adopted by a Public Sector Local authority, in order to understand the "weight" and the relevance of economic relations inside a territory and to give a pragmatic representation of the system of strategic dependence among socio-economic players. Under a managerial accounting perspective in Public Sector, the Relational Capital measurement and representation could have a significant effect both on the quality of strategic decision making and on the management controlling processes. . This led the Italian parliament to introduce legislation - with Law 33/2009 - for network agreements, which are a form of strategic alliances, largely used for intangible purposes. The aim of this work is to do an explorative study in order to ascertain to what extent the use of network agreements has contributed to increasing intangible resources in Italian firms and whether there is a correlation between the creation of intangibles and value creation in terms of improved financial performance of firms. From the analysis emerged that network agreements have a positive effect on the ability of Italian firms to create intangible resources, and there is a positive correlation between the increase in intangibles and value creation. Such a framework makes explicit the relationships between policy levers, strategic resources, drivers, end-results and performance indicators through a Dynamic Resource-based perspective. Such an approach matches the Resource based perspective and the System Dynamics (SD) methodology. This paper argues that in order to explain a firm superior performance, it is not sufficient to look at the endowment of strategic resources in a given moment of time; it is instead required to investigate the dynamics of company strategic resources accumulation and depletion processes over time and how such assets are interconnected with the critical success factors which may enable the firm to build a sustainable competitive advantage. To this aim the proposed conceptual framework was applied to an insurance firm. The paper also highlights the benefits of the developed SD simulation model to support decisions makers? learning processes in planning alternative IC investment policies. Most of them recognize a high degree of personal commitment that involves mental models, personal beliefs, values and the process of reinventing oneself. Interestingly enough, there seems to be a lack of literature on how to create it. Tools like data mining, brainstorming, problem solving approaches are well known, but how can we be sure that people will use them correctly? Ethical issues, cultural differences and misunderstandings could affect their effectiveness. Considering companies of different sizes - large firms (LF) and small firms (SF) - the differences become even bigger. "Extrogens" is an alliance between an Italian SF and a large multinational firm, whose name has been faked in order to keep it anonymous. The Italian SF works as an R&D unit in the pharmaceutical field. Revenues arise by recognizing business opportunities, finding partners for developing projects and proposing them to LFs that have emerged as the dominant actors in the pharmaceutical industry. The role of the Italian SF is the leader of the project and it is engaged in the creation of the right commitment between partners. Aims, mental models, core values have to be shared and at the same time the project has to be led in order to pursue the objectives. A re-design of the company?s approach has been planned involving some scholars from Udine University (UD, Italy) and Florida Gulf Coast University (FL, USA). A review of the management control systems (MCSs) has been conducted applying the Simons model which recognizes the role of MCSs for creating boundaries, sharing core values, creating a communicative environment and measuring results. This paper represents a case study and aims to: 1. Analyze literature on KM barriers, especially comparing LFs and SFs and MCSs literature; 2. Draw a model which combines the role of MCSs a Knowledge Management Tools; 3. Present a case study where MCSs have been used to reduce KM barriers among LFs and SFs. Stemming from these considerations, the aim of this paper is to reflect on the relationship between design, implementation and use of IC measurements in practice. In order to achieve this aim, we present a longitudinal case study referred to the design, implementation and use (or non use) of an IC measurement and reporting system. The main findings are the following. First, measuring can lead to the emergence of new managerial objects. Second, it seems that in the IC discourse numbers are relevant not only for sizing but also for creating an IC dimension to be managed. Third, the use of measurements do not necessarily follow their production but can be instead, simultaneous. With reference to single indicators, the following considerations emerge. First, the inclusion of ?old? indicators within the IC measurement system can lead to a change in their meaning. Second, the use of the measurements depends on how they are labelled, too. Third, in an IC project, more than the ?result? it is the activated understanding and learning process that matters.
