Title: Politiche di formazione del capitale umano in Cina Abstract: Politiche di formazione del capitale umano in Cina (di Sergio Vacc? e Cristina Poli) - ABSTRACT: This article is aimed at emphasising the way in which China?s opportunities, related to economic development and to the capability of competing on the advanced market of capitalism, have been radically modified by two main factors: a) the nature of the technological know-how that belongs to the capitalistic enterprises; b) the intimate connection that occurs between the innovation potentialities development and the human capital education, which is more and more regarded as being the fundamental production force of economic development. The analysis of the policies that are being promoted by the Chinese Government on an educational plane pointed out both the necessity of overcoming the delay that has been accumulated in this sector and the importance of the opening towards international relationships which is going to be achieved, in a manifold way, according to the labour forces training and to the technological co-operation too. The paper highlights, in particular, how strategic groupings, which initially focused on the similarity of firms? "structural" elements and strategies, have undergone a fundamental change. This is evident in the different conceptions of similarity assumed over time, in their different functions with respect to rivalry, and finally, in the fact that the perspective may be subjective or objective, i.e. conditioned by supply or demand. Some of the most important stages the paper underlines are, above all, the results from the resource based view, the contributions of the cognitive approach, the network developments in industry groups, and the analysis of competition from the point of view of demand. However, the progressive contamination of the model negates the possibility of truly appreciating rivalry among firms on the basis of generic similarity, while underlining, on the other hand, the importance of considering the uniqueness of individual competitive relations. Patrizia Vittoria) - ABSTRACT: The recent deep and widespread interest in biotechnological activity stems mainly from the considerable interest of the market in the research results and innovation emerging from this activity in industrialised countries. An efficient scientific-technological system and an efficient industrial and financial system is necessary for the development of new biotechnological businesses. The former supplies knowledge and professional skills, and the latter creates demand and supplies financial and economic resources to the new firms in the sector. The link between these systems may be seen in the relationships between university scientists and biotech companies. The characteristics of this link greatly affect the birth and growth of new biotech firms, and the evolution of the biotech industry in general. The development of the biotech industry in Italy is not interesting from a quantitative point of view since there are few biotech firms. What is interesting, however, is that these firms are in an early stage of development which renders them susceptible to changes capable of improving their productivity. Given the dependence of small biotech firms on firm and country specific factors, it is important to analyse the specific factors involved in the birth of small Italian biotech firms in order to guarantee the future development of this strategic emerging sector. The birth modes of fifteen Italian biotech firms were investigated using case studies and are discussed in relation with their specific evolutionary problems. Evidence on privatization experience has generally shown that the change in ownership improves productive efficiency and profitability at the firm level, but its effects on research and development (R&D) activities, an area that can strongly impact on firms? long-term performance, have been largely ignored in literature. In this paper we use agency theory to discuss the theoretical relationships between changes in the firm?s principal-agent structure and incentives to invest in R&D, and we present a review of the empirical studies that have addressed the issue. We advance that privatization processes can affect R&D activities along different strategic and organizational dimensions, in terms of amount and origins of funds allocated, scope of projects funded, and reliance on outside collaborations. Hence an industrial policy, aimed to induce a significant development of this sector, should create adequate conditions for such a network to be managed by an Internet Service Provider. Economic activities undertaken on this network will benefit of a positive network effect that will reduce firm?s search and fixed costs and hidiosincrasity of their investment. However, in order to give it the optional dimension and to avoid network congestion, it is necessary to design an appropriate pricing scheme for Intranet services. Una nota sul dibattito in corso Abstract: E' il mercato dei quotidiani "naturalmente" concentrato? Una nota sul dibattito in corso (di Andrea Mang?ni) - ABSTRACT: - Some authors have recently argued that the high level of concentration in the newspapers industry is due to strategies of vertical product differentiation. This should explain why, while economies of scale have strongly decreased, concentration remains high. However, theoretical models of vertical product differentiation do not appear to be so appropriate in describing this particular industry. First, it is difficult to use only one parameter to measure and evaluate strategies of vertical differentiation carried on by firms; in addition, price structure in the newspapers industry is very different from that obtained in theoretical models of vertical product differentiation. Newspapers are differentiated along several horizontal and vertical dimensions, and in this case theoretical results are not clear. There are other factors which can explain the high level of concentration in this sector, for example the linkage between the market share and advertising revenues, as well as the presence of scale and scope economies. These "traditional" determinants of market structure seem to be still at work.
