This survey aims at providing an overall picture of the main factors that have favoured the competitiveness of our traditional sectors in the past twenty years. Themes such as that the degree of maturity of traditional production as well as the separate contribution of the single firms, of the territorial systems of firms and of the environment in which the firms operate to the degree of competitiveness have been emphasized. These issues have opened the way to the consideration of those processes that originate and create knowledge and of the connections between the building up of skills, knowledge and competitiveness that comes into play. A particular attention has been paid to the "made in italy" industries as they represent the major part of traditional productions. We hope this work will contribute to offer a clearer and more in-depth view of the real prospects opened to Italy on the market of traditional productions. In the United States, the industry underwent a progressive industrialization, which organized efficiently production and distribution processes. In Europe, although pioneering successful entrepreneurial efforts, the industry did not succeed in incorporating the growth necessary to large-scale development, leaving the business within a semi-industrial organization. This paper, divided in four parts, aims at discovering the causes of the competitive gap underlying the deficit, and evaluating the actions undertaken to reduce it. The first part describes the evolution of the industry in the United States and Europe, examining their respective differences. In the second part such differences are associated with the causes of the deficit. The third and fourth part analyze the logic for public intervention in the industry, and discuss the main initiatives implemented by national and European policies to cope with the existing competitive weaknesses. Un'analisi sul periodo 1982-2001 (di Andrea Piccaluga, Alessandra Patrono) - ABSTRACT: This article by Piccaluga and Patrono represents an attempt to collect and discuss data about patents held by Italian public research centres. More precisely, European (EPO) and US (USPTO) patents assigned in the period 1982-2001 are taken into account. The paper also includes a survey among inventors who were asked information about the patenting process and about possibile licensing initiatives. Results indicate that patenting activity by this kind of institutions is slowly growing in Italy, although a faster increase for the next future can be expected. Italian public research centres account for almost 400 European and US patents in the 1982-2001 period, but licensing activity is very scarse. This can be attributed to bureaucratic difficulties and to the fact that a "licensing culture" is relatively recent in Italian public institutions, and as a consequence specific offices and human resources have been dedicated to this issue only in a few, albeit relevant cases. On the whole, it seems that the future in this field will present very interesting economic opportunities, relevant decisions about the orientation of scientific research, as well as new organisation procedures and structures. Undoubtedly, public research centres will have to take into account both the acquisition of the literature about the new economics of science and the best managerial practices available in the field of technology management. Santangelo) - ABSTRACT: The analysis of foreign direct investment (FDI) in the EU regions has shown some changes in both the sectoral composition and in the geographical orientation of productive investments operated by MNEs. Such variations may be attributable, at least to some extent, to factors such as the ?deepening? of the integration process in the second half of the 1980s and the early 1990s and the change in the location strategies of MNEs. Assuming regions as units of analysis with regard to economic integration, this paper provides a first description of where and in which sectors FDI are located in Italy, by carrying out a simple analysis at regional level in the period 1985-1995. It attempts to shed some light on the characteristic features of Italian regional systems in order to assess their degree of attractiveness for FDI. The geographical distribution of foreign plants in Italy emphasises the historical imbalances affecting the country, stressing the concentration of FDI in a few advanced regions and the marginalisation of the Italian Mezzogiorno. Furthermore, the analysis turns to investigate whether FDI follows regional specialisation models by distinguishing between EU and non-EU FDI in sectoral and geographical terms. EU investors turn out to be increasingly related to the sectoral comparative advantages of regional economic systems, whilst the matching between the specialisation of non-EU FDI and that of local firms is relatively less pronounced.
