Abstract: Gli effetti delle privatizzazioni sulle imprese: gestione economica e struttura finanziaria (di Riccardo Gallo) - ABSTRACT: The Author intends to measure the effects of privatisation on Italian enterprises (1992-2002) and to assess their similarities with those found by international research on 29 countries (1961-1995): a limited reduction in staff numbers; increased efficiency in those enterprises controlled by multinationals; a lower ratio between financial debts and equity in those enterprises controlled by foreign shareholders. Through analyses of the financial data of 14 privatised enterprises in Italy, the Author did not find many differences between the Italian and international experience, with two exceptions: in Italy privatisation caused a significant decrease in staff numbers as well as in the ratio between financial debts and equity, irrespective of the shareholder?s nationality. This shows that prior to privatisation Italian enterprises were over-staffed and had excessive debts, more than those studied abroad.

Abstract: Apprendimento collettivo, ICTs e performance delle PMI (di Roberta Capello e Alessia Spairani) - ABSTRACT: In the last twenty years great attention has been devoted to the role played by ICTs on the performance of economic systems, at both national and regional level. Some basic facts are well known in this field, among which: 1) less developed regions and nations show a lower level of ICT adoption and, particularly, of strategic ICT use; 2) organisational changes play an important role in the exploitation of ICT potentialities to achieve greater performance. The present paper wishes to contribute to this debate by highlighting the role played by spatial elements in the development and exploitation of ICTs by small firms. The main questions that are put forward and empirically tested are: 1) Is it true that small firms achieve greater performance through the use of ICTs? 2) Is it true that collective learning processes and relational capital, which have recently been identified as the main channels through which small firms acquire advanced knowledge, also play an important role in ICT development and exploitation by small firms? Do the replies to these questions change according to the size of firms? The empirical analysis is based on a database built at the firm level in three main areas: a large city, Milan; a small city, Piacenza; and cities (Palermo and small cities) in a less developed region, Sicily.

Abstract: Coordinamento e cooperazione nella dinamica evolutiva dei sistemi produttivi locali (di Mauro Lombardi) - ABSTRACT: The aim of this paper is twofold: 1) to describe relevant factors, which affect the changes whithin the Local Production Systems. 2) To analyse their dynamics on the basis of a cognitive and evolutionary theoretical framework. Local production systems are conceived as complex and multidimensional entities, based on systems of interdependencies among agents or units belonging to them. The study of interactions among components allow to define topological features, while the connective geometry that is the structures of connections allows to single out the sequences of patterns, or configurations of relationships among production units. The anlysis is centred on two essential points: 1) information flows and the creation of knowledge within local systems; 2) how interactions unfold at two levels: within the system, and between the external environmental and the said system. Thus the evolution of LPS is analysed on the basis of changes in dynamic co-ordination and co-operation costs (see section 1) as a consequence of evolutionary discontinuities in the competitive environment. The final aim of the analysis is to show foreseeable trajectories and to discuss different theoretical perspectives, in order to develop future research lines.
