Title: The governance of complex systems: the case of British railways
Abstract: The governance of complex systems: the case of British Railways - The aim of this paper is to add new elements for a better comprehension of the governance problems that can rise from the privatisation of a complex system, like the railway network, using a methodology that shows the connections and the influence of the various technical, economic and political factors at work within large technical systems. The case-study of the British Railways has been used as a paradigm to show all the difficulties and the risks involved in a complex transition. The paper shows that the social costs of the privatisation of British Rail have been very high because the governance of the transition did not fit with the economic, technical and organisational structure of the network. The analysis, dividing this question in the two aspects of finance and regulation, points up the necessity of innovative governance schemes, to cooperate with the increased complexity of markets and firms. United Kingdom has been one the first European countries to liberalise the railways, and the problems run into the British experience can be a useful guide for other reforming systems, like the Italian one. Title: Ordinamenti dimensionali d'imprese attraverso metodologie multiple classifier systems (MCS)
Abstract: Firm ranking by size using multiple classifier systems (MCS) techniques - Firm size is a topic often studied in the economic theory and business economics, both under a normative and positive perspective. In this work we apply the multiple classifier systems (MCS) approach in order to extract univocal information from five indicators of firm size. Starting from various firm ordering obtained by using a single dimensional variable, we get a ?consensus? firm ordering. The empirical exercise is carried out on the Capitalia Survey of Manufacturing Firms employing Highest Rank and Borda Count methods. We show that total assets is the most suitable variable to summarise the information obtained from other measures, such as employment, sales and value added. We also show that the relative sectorial position of the firm based on its dimension is maintained shifting from the sector to the inter-sector level. These empirical properties make this methodology more suitable for firm comparisons at various level, such as antitrust surveys on dominant position. Abstract: Private good, public bad: environmental self-protective choices in a model with strategic interaction - The environmental literature has always devoted much attention to the substitutability between natural capital with man-made capital, investigating whether and to what extent such a substitution process can continue over time. However, another important and related issue has been mainly ignored so far by the literature, namely, what are the possible effects of this substitution process on the agents? welfare. To analyse this question, the present work examines an economic system with strategic interaction among agents who can make self-protective choices to defend themselves from environmental degradation. From the analysis it emerges that the individuals? attempt to protect their personal well-being by replacing depleted natural resources with man-made private goods can generate vicious circles between economic growth and environmental degradation that may end up reducing the welfare of the whole community.
