Our empirical results indicate that both human and infrastructural capital have a significant positive effect on NTBFs? entry rates, although the impacts are different depending on whether the industry is manufacturing or services. More specifically, the impact of human capital is weak on the manufacturing industries, while infrastructural capital plays a key role in services. The results also show the absence of complementary effects between human and infrastructural capital, either in manufacturing industries or in services. The paper conducts a review of the Italian journals and is a significant step forward in highlighting the relevance of internationalisation as an "exit strategy" from the current global economic crisis and market stagnation. The research reviews the articles published in 11 leading Italian journals in the 1999-2009 period. After analysing the foreign reviews of international management and international business research, the paper surveys the articles and research areas found in the Italian literature on firms internationalisation and compares them with the international literature. A total of 266 articles were identified and subsequently grouped into seven distinct topics in line with the framework adopted. The review then divides each of the topics into sub-topics. The discussion highlights the areas in which key contributions have been made and indicates potential areas for future research in the Italian literature. Nevertheless, most of the contributions focus on the study of monopoly. The paper analyzes the effect of piracy on collusion and payoffs in a market where two firms compete ? la Bertrand, showing that, under general conditions, piracy might increase the payoff for firms. It highlights that success in building a local high technology cluster does not come from research competence alone, but depends critically on the governance of the cluster by the university?s institutions and policies. In particular, academic excellence is an important factor in promoting local development, but is not sufficient on its own. As attested to by the University of Waterloo, a university with a strong focus on entrepreneurship and supportive IP policies can achieve greater success in producing spin-off firms than other much more highly ranked universities. Some key policy recommendations to support the development of research-based clusters in Italy can be inferred from the study. First, not only world class universities, such as Cambridge, MIT, and Stanford, are capable of success in generating high technology spin-offs. Second, universities that are successful in technology transfer typically have a consolidated experience of institutional support for this activity. Having acknowledged that protectionism is an impossible choice, the most viable option is that of building networks as cognitive multipliers of the knowledge and know-how of enterprises. Networks are the most effective circuit available to access the knowledge of others and to widen the base for the re-utilization of a company?s proprietary knowhow. This is because they provide enterprises with a reliable and efficient channel for exchange and sharing that safeguards their independence while stimulating specialisation and complementariness. Abstract: The paper explores the reaction of new technology-based firms (NTBF) in Italy to the recent economic crisis. Using data from the RITA database on the Italian NTBF population founded since 1984, we document the consequences of the crisis in terms of: i) exit rates; ii) the growth rates of sales and employees in the firms that had survived the crisis at year-end 2009; and iii) the owner-managers 2010 performance expectations. Lastly, we describe how firms reacted to the crisis and the strategic changes it induced them to make. Our data show clearly that taking a "pro-active" approach not only led to higher growth rates in 2009, but also improved the outlook for 2010. In particular, we suggest that the reactions to the economic downturn may differ between firms, also depending on firm-specific attributes such as R&D and financial strategy. Specifically, the choice of firms on how to finance R&D and whether to outsource R&D activities are considered to be important "moderating" factors of the impact of the crisis on enterprise innovation, and, ultimately, of the decision to reduce innovation efforts during 2009. Our empirical analysis is based on a sample of 4,797 firms located in Italy, Germany and France. Empirical results highlight interesting country specificities and show that the link between the R&D input mix and the reaction to the crisis can be detected throughout the whole sample, while only in the Italian case does a clear relation between financial and R&D strategy emerge.
