Abstract: The paper sets out to analyze the efficiency of regional health care systems based on the patients? perception of the quality of the services provided. For the purpose of this study, efficiency is measured as interregional mobility, i.e., the number of a region?s residents that use the services of the regional health care system (positive mobility) and the number of non-regional patients that travel specifically to the host region to benefit from its medical care (negative mobility). Given the widespread take-up of social networks, the study assumes that people are willing to travel to areas where the quality of medical care is perceived to be higher. The first step was to perform a data envelopment analysis to obtain the efficiency scores. The second step consisted of conducting a regression analysis to respond to the paper?s main research question: to what extent might the public sector play a role in the efficiency of regional health care systems? The empirical evidence suggests that the privatization process of regional health care systems has failed to raise the efficiency of these particular suppliers in terms of the patients? perception of the quality of their medical treatments. The paper analyzes the nexus between these strategies and performance based on specific entrepreneurs? characteristics, corporate strategies, organizational capabilities and firms? approaches to internationalization. Using a dataset obtained by matching and merging Capitalia, ICE-Reprint and AIDA surveys we investigate the possible non-linear impact of managerial strategies on firm performance in Italy. While the specific entrepreneurs? characteristics do not seem to have a significant impact on firm performance, the mode of internationalization plays an important role. Important non-linearities arise when we singled out the role of skilled workers and managers in determining a firm?s success in highly competitive markets. The aim is to use patent data to link the concepts of productivity and innovation, as well as to shed light on the role played by industrial agglomeration economies. TFP estimates are based on a panel of around sixteen thousand Italian manufacturing firms surveyed in the 2004-2010 period, allowing for labor and capital productivity coefficients to vary over sectors of activity. The TFP spillover is then estimated using a spatial autoregressive model with spatial autoregressive disturbances focused on 2010 firm-level geo-referenced data. The results show that firm TFP levels benefit from both the productivity spillovers originated by neighboring firms and the exogenous productivity shocks to the latter. To be part of an agglomeration economy results in productivity advantages. The location in a patent-intensive area acts in the sense of strengthening these effects but results, in turn, to be an advantage also for firms outside districts, thus corroborating the findings of an active role played by innovation in enhancing productivity. Section one, which draws on a wide survey to describe both the start-up process and the growth pattern of these industrial clusters, highlights that several factors, in particular the presence of a large firm, the availability of specific human capital and the existence of dense networks between firms and research centres, play a central role in shaping their evolution patterns. Section two assesses the industrial and technology policies, stressing their limits and implementation difficulties. The third and last section suggests how the policymakers can make use of these insights to foster and improve the development of high-tech industrial districts.
