The Italian political system is characterized by personalization, leaderization, mediatization, and in the past 15-20 years the number and visibility of the local political ?lite have increased. The paper offers a map of consistency and morphological evolution of this ?lite class since the ?90s. After the collapse of the First Republic there was a replacement of local politicians but then there has been an "ebb" in the presence of less "powerful" social groups such as women and (especially) youth in public offices. People with more opportunities to access local political offices are overall educated males that exercise high status professions, i.e. those who can mobilize resources of prestige and network. The analysis also shows the need for reforms in order to rationalize the number of the elected local ?lite and also to reorganize the multilevel governance system. It?s on territory that, between old and new party affiliations, was built the legitimacy of the political class, in a close connection between local and national arena. The role of politics and government in local development is a hub for a systematic recognition of the inescapable relationship between politics and economics in the republican Italy. As is evident from the history of the administrative action by the mayors, local governments were not content to accept passively economic policies of national governments but will help define the development strategies of the territory, by influencing the political parties they belong with the proposed cut on the economic realities of provincial and regional areas of the country. The nexus between politics, local government and regional development was reinforced by the birth of the regions in 1970, with significant powers of economic planning, which may induce local institutions to promote the territorial development, according regional models of government with more projected in the national political space. The article analyses social background characteristics of the elected in the region of Calabria and in its municipalities, in comparison with national data. The article is divided into three sections. The first section reviews the literature on Southern Italy; in particular, it presents the most important studies about politics and political elites in Southern Italy. The second section proposes Polanyian categories in order to study changes in the South of Italy and in Calabria. The third section analyses the social background characteristics of politicians. Comparison with national data highlights similarities of social background characteristics between politicians of Calabria and those ones of other Italian regions. The findings of the study indicate that the few differences that emerged are linked to territorial contexts. This lead us to suppose that, despite significant territorial differences, there is an homologating trend in the political recruitment process across the national political system as a whole. Calabria, because of its grievous problems, more clearly shows difficulties of politics and democracy in Italy. The territorial concentration of the electoral consent of each political party or coalition continues to be clear, however, for years, a slow but progressive process of eradication of their traditional vote?s settlement is going on: the parties? levels of consent, net of the swinging that mark every election, tend to be unchanged, but this consent is spread more and more evenly on the territory. The reasons of eradication are mainly the political parties? structural and functional crisis and the change of political communication and electoral campaigns imposed by the use of mass-media. These same reasons brought about a change of the necessary resources to enter parliamentary elit?, too: personal resources replaced those owned by political organizations. Members of the Chamber of Deputies elected in Marche have a very high social and professional status more and more, while tend to disappear those with a popular profile. Despite an early emphasis on mature workers employability, there is a growing awareness about the multidimensional nature of the active ageing issue. In order to thoroughly examine the effectiveness of active ageing policies in Italy, we have identified five different dimensions corresponding to the main policy sphere of intervention (employability, lifelong learning, active citizenship, health and quality of life, and transportation/mobility) and designed an ad hoc integrated evaluation methodology. In the framework of a research project carried out by Fondazione G. Brodolini, the identified integrated methodological approach has been applied to three regional cases: Campania, Liguria and Marche. Main results point to the absence of a comprehensive strategy for ageing people and a fragmentation of policy interventions, a lack of an explicit targeting to over 45 workers and a prevailing focus on non self-sufficient elderly people.
