We identify and discuss three typical fallacies characterizing mono-causal culture-led development schemes: instrumentalism, over-engineering, and parochialism, discuss their analytical background, and provide examples illustrating the consequences of each. Based upon this critical discussion, we make a case for a new territorial thinking approach that keeps into account the tangled hierarchy of global and local viewpoints that is connatural to spatially situated cultural production, and focuses upon a non-linear, multi-causal scheme, as the only possible framework for the policy design of credible, socially accountable culture-led development strategies. This is shown by the numbers of cultural consumption, in special reference to the data provided by Istat, official statistical source in the national context. The diversification of cultural interests of Italians and, in particular, of young people documents the achievement of traditionally considered ?litist and quality activities: not only an exploit of digital culture, but also a consolidation of book reading and a rise of all outdoor shows and entertainments. Similar trends point out a promising growth of quality of life, but also the persistence of deep social gaps in accessing culture, above all in reference to the different local contexts of the country. Nowadays wide coves of weak consumption and exclusion penalize Italian cultural market, but at the same time they identify huge basins of potential publics for the different expressions of arts and culture, contributing to a winning Italian way against decline. However the creation of a possible "district" seems a rearguard objective, if we consider the large (cultural, technological, and productive) transformations that are taking place, and the specific features of the Marches. The development of a creative business of a new generation, linked to the local manufacturing tradition, seems to have higher chances, even if it is characterized by models and forms of cultural consumption which are far from the traditional book production and circulation. Thanks to their cognitive, relational and organisational content, they are geo-localised products/processes, which are nonetheless able to go beyond their territory to talk to the entire world, through the construction of functional and meaningful processes between individualism, good citizenship, multiculturalism, reputation and competition within a region and among different regions. They are formats with their own business models, forms of symbolic aggregation, that have a logics, as well as operational strategies and visions. They are territorial drivers than confront themselves with the rules of production of goods and services, but at the same time they have a specificity that makes them unique, that is, their public mission, even when they represent completely private experiences. They are processes that entail a fine conceptualisation, they are able to update the dialogue with the vocational community, to keep their identity during their change, to manage the space between fidelity and hybridization. They are dynamic containers that keep together all the components of a communitarian life: search for identity and citizenship, search for knowledge, search for leisure/pleasure. They are textual hypertexts, a matrix of matrixes that goes with the replacement of landscapes and territories in the contemporary imaginary. They are magnets, attractors of economies, viruses that modify and reshape access, life and consumption style. With the Reference Law 800/67 (1967) all the musical activities carried out within the national boundaries were set with great sensibility and effectiveness, with a special concern for opera houses, theatres of ancient tradition and orchestral institutions. In relation to the width of its territory and the number of its inhabitants, Le Marche boast the biggest amount of theatres in the world, as the tangible proof of the great importance of performing arts in the region?s cultural history from the XVII century to date. Some important cultural organizations of Le Marche have profited from the Reference Law 800/67: all of them are listed in the first part of the article. Further on, the author focuses on the criteria fixed by the Regional Government for the granting of funds to theatrical organizations and on two fundamental distinctions in the field of cultural production and promotion: the first one between Subjects and Projects of regional interest, the second one between production and distribution. The central theme in the article is the idea of culture as a multiple resource and value or a strategic element for the development of the regional community, as recently stated by the Councillor Pietro Marcolini, Responsible of the Regional Department of Culture. Great attention is also paid by the author to some significant figures drawn from a survey on live performances recently promoted by the Regional Department of Culture. The final section of the article sheds a light on some basic networking strategies to be implemented within a long-range project in the field of cultural cooperation and optimization, especially in times of economic recession. The administrative acts approved to date respond to this precise programmatic input. The challenge is to build a cultural alliance without which the related public investment would not be sustainable in front of the crisis. The Distretto Culturale Evoluto meets and embodies this necessity according to a concept of culture which became a factor of innovation and a lever for a new local development. Confronto tra le film commission di Marche, Piemonte e Puglia Abstract: The Italian Film Commissions were born in the early 2000 based on the American model. Shortly after, in same cases they became highly professionalized, well organised and deeply rooted in their local areas, and with appropriate resources, as the Apulia Film Commission and the Film Commission Torino- Piemonte. Following seven years of actual inaction, since 2008 the Marche Film Commission finances short films, feature films, docufictions and fictions, thus attracting human and economic resources in the region. However, in comparison to the Apulia Film Commission and the Film Commission Torino-Piemonte, it does not have sufficient economic and human resources to fulfil its needs. So it is necessary to increase both of them in order to boost the productivity of the territory, draw new human and financial capital, create new direct and driven employment and develop territorial marketing campaigns, with an effective impact on tourism. At national level there is lack of a clear distribution of regional responsibilities and especially of an institutional control centre to develop the potential of such structures to their highest potential in terms of economic upturn and image for the whole area. The "Editoria Invisibile" study, which is still a work in progress, aims at filling this research gap by intercepting more than a thousand workers in the publishing world. The online survey was distributed on over 98 italian provinces returning a large and complex workers?s universe. The first evidence is the strong imbalance between the number of male and female workers, strongly oriented to the female pole. The interviewed sample looks concentrated in central age cohorts and reports a significant level of professional figures with a high medium qualification (one case out of three is a postgraduate master and PhD). The study, nearing completion, is already able to show the fragmentation that characterizes the sector of the book industry, both from the bargaining point of view and the remunerative point of view. Una questione di identit? lavorativa Abstract: This article aims to demonstrate the importance of the biographical-narrative approach in the study of social inclusion of migrant women in the Italian labour market. The job position of migrant women is one of the most important elements to value the social inclusion of migrants in the public sphere. Their access to the labour market is limited to the domestic services often working illegally. These women are isolated and not integrated in the society where they live in. Many of the domestic workers are obliged to work in this sector as they have no other chance. A relationship of dependence is thus created with their employer, who often makes them work many hours and give them no spare time. The integration of autobiography in the migration studies, by adding the value of sharing individual stories to the liberating power of self-writing, can allow the migrant women to overcome the social exclusion and initiate a promoting a qualified integration.
