Alla ricerca di un trade off tra funzione economica e funzione ambientale Abstract: In this paper an overview of the Commission?s legislative proposals on the CAP reform process has been carry out. We analyzed in details the key points of the Commission?s proposal, in the light of the evolution of the economic and institutional scenario. Both of the implementation of the "Europe 2020" strategy and the economic crisis are creating pressure on the traditional lines of the European budget. At the same time, agriculture sector once again experiencing strong pressure due to high price market volatility, wich may become an ongoing and systematic factor. These aspects would play an important role in the CAP reform process which will be particularly challenging, exacerbating the polarization of the overall debate between the "conservative" position and that "radical"? one. Today we are at the beginning of a long process, which will be more complex than in the past, also deeming the parallel negotiations on the financial perspective; likely, the time for the reform approval will be postponed. However, the first clues arising from the Commission?s proposal set out an overall direction of CAP reform which does not seem to innovate the traditional drivers of the last thirty years of reforms of the CAP. The risk may be a shift of the future CAP more closer to an environmental policy than an economic policy aimed to sustain the farmers and to face the new global challanges. Whereas in the past the credit in agriculture has been regulated from "special regimes", today with the new Unified Body of Laws in banks and credit matter and the introduction of the rules of Basel 2 (more recently Basel 3), the condition of agricultural firms hugely changed. This work aimed to develop a new methodological approach by derive the credit score for firms in agricultural sector, which tried to overcame the limits of the traditional approach. In this context, by using a sample drawn from the RICA dataset, we also carried out an empirical analysis aimed to emphasize the dynamics of farmers credit score throughout the years. For this reason it is unavoidable to promote a structural adjustment of the farms, in order to generate acceptable returns to the factors of production. The analysis is based on a quantitative evaluation by applying an ordered probit statistical model, by which one has indentified the most significant variables influencing the credit-worthiness of the regional farms. The results show the positive impact of the variables connected with liquidity and the negative impact of the land improvements, with the consequence that could be hampered the structural adjustment and the growth of the regional agriculture. The analysis focuses on trade within the modern grocery sector, which represents the first distribution channel of extra virgin olive oils at the national level. The study refers to the theory of industrial organization and, through the demand estimation, comes to the measurement of price-cost margins. The most important results relate to the concerns of the smaller producers respect to private label, big and international companies in the event of a further fall of extra virgin olive oils prices. Using Musgrave distinction to frame the forests as a merit good and, potential, demerit good, Author provides a different interpretation of the reasons for the presence of forest institutions and outlines the two general aims that should characterize their action: pursuing policies to enhance the merit function and also policies for safeguarding the forest from degradation processes. Reflecting on the experience of national forestry institutions, them have always been operated towards what we now call sustainable forest development. In this role institutions have played an indirect way on the timber market, reducing the degrees of freedom of the forest owners and the logging company. This was done by defining requirements, procedures and technology standards and results, which effect is the transaction costs in the forestry accounting. For the latter, the study provides a social interpretation, however, given inefficiency that frequently characterized forest institutions, the author indicates strategies to reduce them monetary impacts.
