Madau Author-Name: Pietro Pulina Title: The monetary value of the rural landscape in Gallura (Italy): a choice experiment analysis Abstract: La tutela e la valorizzazione del paesaggio rurale rappresentano temi di rilievo strategico all?interno della Politica Agricola Comunitaria (PAC). E evidente, infatti, che le caratteristiche di un paesaggio rurale possono mutare significativamente a seconda dei possibili cambiamenti di scenario che condizionano l?uso delle superfici destinate all?agricoltura. Tali effetti possono essere indotti dalle dinamiche dei prodotti agroalimentari e dalle scelte promosse dal decisore pubblico. Le aree forestali, in virtu della loro valenza ricreazionale e di conservazione del territorio, rivestono un ruolo importante nel caratterizzare i paesaggi rurali. Il presente studio e volto a valutare il contributo delle foreste e di altri usi alternativi a fini agricoli nel determinare il valore del paesaggio rurale in Gallura (Sardegna, Italia). La metodologia Choice Experiment (CE) e stata applicata a questo scopo, con l?obiettivo di stimare il valore attribuito a tre specifici attributi paesaggistici, che riflettono altrettanti usi del suolo diffusi in Gallura: presenza di foreste, di vigneti e di pascolo. La disponibilita a pagare stimata per la conservazione della foresta e risultata essere assai piu alta di quelle relative al pascolo e ai vigneti. Da questi risultati discendono alcune importanti implicazioni sul piano degli indirizzi di politica agraria. Abstract: Geographical Indications certify the link between quality of some agro-food productions and their territory. For these products the premium price is derived from both certification and reputational effect of the territory, since there are products without Geographical Indication that have a rent associated with the area of production. With the case study proposed in this paper the separate effect of these two factors is measured. The analysis is focused on "tomato from Pachino" with brand of protected geographical indication (PGI). The survey is conducted over a random sample of 700 consumers living in Italy. Results shows that consumers pay a higher price for "tomato from Pachino PGI" than price paid for product with only indication of area of production. Neverthelerss, a lack of knowledge about the meaning of PGI brand is observed. The analysis is completed by segmenting the market, allowing the identification of consumers more likely to buy certified product. The investor is interested in obtaining the use right for local resources (e.g. area for setting; natural resources to feed the process, release of pollutants in the environment) while the community expects an increase of net benefits (es. job opportunities, induced industrial development, revitalization of the local economy). This transaction process has been analyzed according to the typical transaction costs theory, where the economic activities are conceived as the result of transactions among economic agents, which are hindered by three main obstacles: a) bounded rationality, b) opportunism, c) asset specificity. By applying the New Institutional theory approach, we treat the issue of social acceptance as a transaction cost problem. The aim is to identify the best practices adopted by biomass firms managers in order to enhance the social acceptance of solid biomass plants at local community level. In this paper we conduct a positive analysis where the methodological approach is based on the comparison of five case successful study cases. This allowed us to identify thirteen measures, capable to foster the social acceptance, and consequently to reduce the costs related to the investment. Elaborations have been made integrating Life Cycle Costing (LCC) methodology, that allows to analyse in detail outflows linked to every phase of lifespan investment (planning, implementation, management and disposal), and financial analysis through specific indicators consenting to formulate evaluations of economic sustainability. Results show that the integration of these methodologies can be a useful tool to support investment choices, but also to improve management performances, from an economic perspective, of actors operating in supply chains of minor produces. The application to the case study highlights how integrated LCC methods can be exported and applied to similar supply chains. The aim of this work is to evaluate the economic and managerial impacts of adaptation to the Directive?s constraints on dairy cattle farms into a Nitrate Vulnerable Zone. These farms are located in Arborea (Oristano), an important area for cow milk production of Central and Southern Italy, and where the Directive is fully implemented. By reconstructing the farm budgets, the costs of adaptation to the Directive?s constraints were evaluated, in terms of investments in sewage storage structures and disposal vehicles, of work?s organization and of higher costs for chemical fertilizers. Moreover, the effects of these costs in reducing incomes and in worsen the economic performance of farms were estimated. The current situation could worsen if the trend of precipitation of the last fifty years continues in the future, by reducing the available days for the sewage disposal in the spring, and by requiring more external labor. The obtained results are interesting also for the Pianura Padana area, where the Italian milk production is concentrated, and in which, actually, the Directive is applied with derogation, with less constraints in the sewage management. In this area, it will be required to adopt an approach different from that adopted in Arborea, because the availability of land outside the NVZ is lower and, also, the cost for the farms to use this resource is higher. In this area, investing to reevaluate livestock sewage will be important, to improve soil fertility and to generate energy.
