Template-type: ReDIF-Article 1.0 Author-Name: Benedetto Rocchi Title: Produzione agricola e beni relazionali Abstract: The paper discusses the relevance of "relational goods" in studying the economics of agriculture and food supply chain. The quality of interpersonal relations and the dynamic of relational assets have been proposed as relevant concepts in the interpretation of the happiness paradox in developed economies. After a short overview of the literature, the concept of "relational goods" is used to discuss three specific topics: the role of personal relations in overcoming the information asymmetries in the agro-food system, the organisation of labour in agriculture and the emerging sector of social farming. Quality differentiation increases the importance of credence characteristics in marketing agricultural and food products. The creation of relational assets may ease the solution of this information problem. Moreover, emerging forms in the marketing of agricultural and food products, such as alternative food supply chains, community supported agriculture and farmers? markets, can be better understood when the production of relational goods is taken into account. The dynamic of personal relations is also relevant in explaining the variety of tenancy forms and models of labour organisation in agriculture. A historical example relative to share tenancy in Italy is used as an example to discuss this theme. Finally, the growing sector of social farming (where farming activities are the basis of personal care of individuals with disabilities or social discomfort) clearly shows the economic and social relevance of relational goods. In social farming production activities become the opportunity for a personal "encounter" between the carer and the beneficiary. The nature of the agricultural production process seems particularly suitable for lending support these forms of personal care. The paper closes with a discussion on policies to incentive the creation of relational assets in the agro-food system. The possible trade-off between economic incentives and altruistic motivations in producing genuine human relations suggests an indirect approach. The institutional context and the specific regulations should widen the spectrum of means available to actors in arranging economic and market relations. After surveying evidence on "event marketing", the authors have formulated hypotheses for a causal model and have collected data during the "Frantoi Aperti" ("Open Oil Presses") event in the Region of Umbria. Participants were interviewed and asked to express opinions about the importance and the interest of certain aspects directly linked to the theme of the event and, ultimately, to evaluate their level of satisfaction and their likely behaviour in the future. Statistical analysis based on a structural equation model allowed the authors to demonstrate which aspects are significant in confirming the hypotheses formulated. The results provide indications for choices concerning organization and management of the food and wine event. These are farm cooperatives providing several services to their members. This paper estimates the benefits that are generated for farmers by the following three services: collective bargaining with insurance companies, consultancy regarding the choice of the insurance contracts; financial anticipation. The proposed approach is applied to a specific consortium allowing comparison of the amount of benefits and the costs incurred by the associated farmers. The analysis highlights that the proposed approach can be used to get a preliminary estimate of the benefits of the services considered and of the net benefits generated by CdDs to their members. In the case study considered, the extent of the benefits exceeds the costs incurred by the members. Therefore, the CdD clearly generates net benefits for them. However, there is a need to overcome some of the limitations of the proposed approach and to apply it to other realities in order to test its validity and to assess whether these positive results can also be found in other CdDs. This programme led to a new organizational model for public intervention in rural areas. This key it has given the opportunity of trying out participatory/integrated development processes in rural areas (Leader method) which have now become an integral part of routine programming (Leader Axes and Collective Action Projects 2007-2013), through the management of integrated rural development policies by local partnerships. The strategic mission of IRPs has been that of intervening, by means of a partnership approach, in the main issues which limit competitive capacity within regional rural areas. The IRPs act as models for collective and integrated action for programmed intervention on a territorial basis. Their dual aim is to endorse a system of local governance and to promote integration and coordination between rural development policy and other policies. In light of what has been stated above, this paper aims to develop an impact assessment of integrated rural policy in the Campania region with the objective of evaluating: the overall levels of efficiency reached compared to ?traditional? programming models; the ?quality? of negotiation processes and of the new relationship networks which derive from them; models and best practices, in terms of financial/implementation efficiency and programmatic effectiveness, with a view to their transfer into the 2014-2020 programming period; the effective possibility that the model represents a concrete and effective opportunity for the promotion of selfgovernance on an intra-regional scale. Each of these elements has allowed us to evaluate the effectiveness of the method on a territorial level and, consequently, the impact on the enhancement of the overall efficiency and effectiveness of locally implemented rural development strategies, on the reconfiguration of the local governance system and, more generally, on the involvement of rural communities in development processes. The methodological framework took the regional administrative databases as a starting point and carried out qualitative investigation through focus groups (constituted in each territorial reference environment of the 15 regional IRPs), made up of members of the local partnerships and beneficiaries of the Programme who were requested to express their opinion with regard to specific topics of discussion. The results of this study have allowed us to gain useful insights into the efficiency of expenditure and the effectiveness of rural development policies in terms of territorial readjustment and socio-economic impact. In the context of the present-day crisis, such results provide useful consideration for worthwhile scientific debate together with normative guidance for decision makers with a view to the next stage of rural development programming (2014-2020).
