The first steps in the development of quantitative analysis, especially promoted by the so called Political Geometry, are mulled over. This theory, which flourished under the boost of G. Ortes, can be considered an improvement of the Political Arithmetic proposed by W. Petty in the XVII century. In the XIX century, there was a clear split between economic theory and statistica analysis. This differentiation determined a halt in the development of quantitative measurements of economic events. Only in the thirties of the last century has there been a renewed interest in quantitative economics that has given rise to the exploration of new streams of research, especially at regional level. This piece of research is oriented to investigate how the space was inter-related with income formation, its distribution and its use. In the last section of the paper, a survey on the methodologies used to identify regional partitions useful for studying income circuit is presented. Methods and Results A methodology of TIA is proposed starting from a theoretical definition of territorial cohesion, intended as the territorial dimension of sustainability. Its three dimensions namely territorial efficiency, quality and identity and sub-dimensions become the criteria and sub-criteria of a multicriteria impact model, working both with quantitative and qualitative variables. The potential impact of a policy is made truly territorial through a double regionalised coefficient of desirability (territorial utility function) and vulnerability of single regions to each typology of impact. An operational interactive simulation package (SIP) is built and applied to the impact of priority TEN policies on NUTS 3 European regions. Conclusions The methodology proposed proves theoretically sound and methodologically correct: it allows a flexible and interactive definition of some political coefficients (the weights of the different criteria, the variation field of the standardised and scaled variables, the form of the utility functions) and encompasses the relevant dimensions of territorial sustainability both traditional and relatively new ones, like those connected to territorial identity. The results of its application to TENs policy prove consistent and worth further work on the statistical side. ABSTRACT: Dwellings at Regional Level Objectives Real estate services play an important role in the formation of added value. However, their consistency and dynamics do not find much evidence in studies and available statistics. In this context the role of owner-occupied dwellings is particularly relevant and increased in the last few years. This paper attempts to quantify the added value of this kind of services, and to propose an approach for its estimate at territorial level. Methods and results The approach starts from the National Institute of Statistics (ISTAT) accounts of institutional sectors, analyzing and extracting segmented items regarding the household sector. The calculation of the territorial estimate is based on an integration between data regarding municipal tax on the real estate (Imposta Comunale sugli Immobili, ICI) and statistics of the observatory of market estate (Osservatorio del Mercato Immobiliare, OMI) by the Agenzia del territorio of ministry of Economics and Finance (Ministero dell?Economia e delle Finanze). Conclusions The mix of sources with different updating and coverage concurs to obtain encouraging results, placing the bases for the setting up of statistics that can be periodically updated. ABSTRACT: Objectives The paper presents the MASST (Macroeconomic, Sectoral, Social and Territorial Model) forecasting model of regional growth built by the authors within an ambitious research project, aiming at providing territorial scenarios of the New Europe in 15 years, under different assumptions on the most important driving forces of change in the fields of economy, demographic, society, technology and institutions.
