Title: Incentivi economici e disincentivi di contesto: gli investimenti esteri nel Mezzogiorno
Abstract: Financial incentives and socio-economic disincentives: foreign investments in the Italian Mezzogiorno (by Vittorio Daniele) - ABSTRACT: Objectives Foreign Direct Investment (FDI) inflows in Italy tends to be concentrated in certain regions. Over the period here examined (2000-2005), eight Northern regions received around 75% of the total FDI inflows, compared to the mere 1% received by the eight regions of Southern Italy. This unbalance in the geographical distribution of foreign investment is easily perceivable on observation of data pertaining to multinational enterprise in Italy. The aim of this article is to examine some location determinants of the FDI inflows into 103 Italian provinces, concentrating, in particular, on the impact of financial incentives, public infrastructure and organized crime. Methods and Results Different estimation methods (OLS, WLS, LAD) have been used to carry out the empirical analysis, resulting principally in a demonstration of the negative effect of criminality on FDI, whereas the presence of infrastructure represents a positive influence and financial incentives do not appear influential on FDI. Conclusions Our analyses point out how the presence of determining disincentives connected to the socio-economical context such as the presence of organized crime and the lack of adequate infrastructure negatively influences the appeal of the Mezzogiorno and, probably, even compromises the effectiveness of policies aiming to attract foreign enterprise to the less developed areas of the country.

Conclusions Once empirically verified, the proposed method enables a more precise pinpointing of the poles, as it allows the integration of different information (data on services supply and on daily commuting).

Title: Differenziali demografici e territoriali nell'offerta di lavoro interinale in Lombardia
Abstract: Demographic and territorial differentials of subcontracting labour supply in Lumbardy Objectives (by Giuseppe A. Micheli) - ABSTRACT: As data on subcontract work are easily available and monitorable, they are frequently used in the economic research about the unanticipated effects (tramp vs entrapment) of a prolonged flexible work. An objection, frequently opposed to this use, concerns the systematical bias in the sociodemographic composition of this segment of labour supply. Methods and Results Basing on a micro database, drawn by the archive of a leading company in the subcontracting segment of the labour supply market, the author explores, by elementary statistical methods, the differential composition of this segment by sex, age, education and citizenship. The analysis provides only partially a confirmation of the objection. Firstly, it is true that young adults with low education prevail among temporary workers; however the trend 2002-2004 evidences the increasing relative importance of workers with a degree. Secondly, it is true that the subcontract work segment acts as an ?entry port? into the labour market for non EU-immigrants; however immigrants access differently to the subcontract work market, according to the world region where they come from. Conclusions The empirical evidence does not fully respect, therefore, the prevailing stereotypes about structure and role of the subcontract segment of labor supply. In particular, including contextual variables in the analysis of the employment rates, an unexpected and unexplored result emerges: the local rates of access to the subcontract labour market are higher in the industrial districts. The author assumes that this ecological correlation depends on the peculiar identity of the Italian industrial districts, i.e. social and communitarians bulks (Becattini), where a dense network of anthropological strong ties leads and fosters people?s strategies of job-search, through a mechanism of face-to-face cooptation.

Objectives In this paper we study the impact of the European Structural Funds on the convergence process of the 20 Italian administrative regions. We consider the four programming periods from 1989 to 2003. Methods and Results The method we apply allows to estimate the effects of the Funds on four sectors (agriculture, manufacturing, construction, services) of the Italian regional economies. It is also possible to evaluate separately their effects upon changes in total factor productivity and factor accumulation. Conclusions The results show that the Funds have a low but significant impact on capital accumulation as well as changes in employment and total factor productivity.

Abstract: Labour market, private firms and public employment services: a proposal to connect actors in labour market Objectives (by Paolo Mariani) - The aim of this paper is to integrate different sources of information for studying the labour demand and labour supply at the local level. On the side of the labour force, detailed information about job ?seekers? qualifications are derived from the Job Centres, which represent an administrative source. In what it concerns the labour demand, the attention is focused on the Excelsior Survey to investigate on detailed level the qualifications required by firms. Methods and Results After a brief introduction to the problems of integrating different sources, this paper is focused on the description of the features of the sources taken into account, in order to underline the advantages and disadvantages of their related use. Furthermore a new mismatch index is proposed to measure the degree of heterogeneity in the labour market. Conclusions As a result, conclusions can be made about qualification surplus or shortage in the local labour market.
