This methodology allows overcoming limitations due to the use of administrative units, i. e. provinces (NUTS 3), for foreign trade analysis. Methods The methodology is based on several Istat databases (Foreign Trade, Statistic Archive of Active Enterprises and Local Units Archive). In the first part of the work, sources and methodology are described, the second part is devoted to aggregated and macro-sectors results. Results The results show for 2005 that 37.5% of national exports of manufactured goods derived from local systems of small and medium enterprises. The analysis of the exporter enterprises in the 2005-2007 panel, shows that the contribution of these local systems grew slightly from 37.3% in 2005 to 37.5% in 2007. Conclusions The export performance analysis shows different results for Center-North and South LLMA. In southern regions, in spite of lower export activities, there are local systems with significant levels of performance on international markets.

The results shown in this paper present a simple empirical evidence of a possible taxonomy of Italian provinces, and the possible implications on the economic patterns of each local entity in connection with changes in the economic cycle. Methods and Results The study is based on the degrees of correlation between the variation rate of national and provincial GDP calculated between 1995 and 2006. Data on Italian provinces have been grouped into three clusters on the basis of the strength of the correlation. The development model that a territory follows, changes over a given period of time and it has its own "life cycle". This changes on average every 15-20 years and strongly influences the provincial economic pattern in relation to national and international trends. This happens because the economic pattern of our local entities, if indeed undoubtedly conditioned by exogenous factors (interest rates, exchange rates, price of petroleum, orientation of Government expenditure ecc.), is guided equally in character and strength above all by the development models? characteristics which are known by the territory. It is also guided by the consequent degree of elasticity which the local economy shows in responding to exogenous shocks. In addition to development models? characteristics, economic performance is conditioned by the presence of MAR and Jacobs economies. Conclusions Since local economic systems provide very different "answers" to shocks, we will have local trends which vary in intensity and character on the basis of the development model?s distinctive features and exogenous shocks.

Urban areas are becoming important units for territorial cohesion policy and strategic planning represents more and more an important policy instrument. Evidence of a policentric pattern is tested across 30 strategic plans carried out by Sicilian cities in order to derive useful insights for policy implications. Methods and Results This study uses multidimensional scaling and rank-size regressions across Sicilian Functional Urban Areas (FUA) as well as descriptive information drawn from strategic plans in order to identify the main characteristics of these instruments and to provide evidence on their capacity to innovate traditional local development policies. Conclusions The empirical results show a strong evidence in favour of hierarchical patterns across urban areas which are adopting a strategic plan while polycentric forces appear to be very limited.

A multilevel analysis of data PISA 2006 - This work aims to investigate the existence and the size of territorial differences in Italian students? scientific competencies. The "Programme for International Student Assessment" (PISA) survey, carried out by the Organization of Economic Cooperation and Development (OECD) three-yearly, is a rigorous and wide international comparative work on fifteen yearold students? school performance. The survey makes use of very advanced methodologies and allows both to evaluate the students?performance and to gather data about their families and their socio-economic context which, together with several institutional factors, may influence the results of the educational process. Methods and Results The paper provides a multilevel analysis of the way that test scores are associated with individual and family background information and with characteristics of the school of the 15 year old respondents to the survey. Conclusions We find that school level context variables are very relevant and the economicsocial- cultural status plays a very important role to explain the low performance of Southern Italy students.
