The amount of investment that is funded through the Structural Funds by the EU is substantial and consequently EU legislation requires the appraisal of the policies undertaken. Our modelling framework HERMIN has been widely applied to Structural Fund analysis at the national level and macro-regional level. The HERMIN framework is based on a small open economy model. Importantly it incorporates mechanisms, which are based on the endogenous growth literature, which allow it to capture the long-run supply side impact of the Structural Funds along with the short run Keynesian impact. This paper reviews this modelling framework and shows the impact that the Structural Funds appear to have had during the 1994-1999 programming period. Il lavoro si ? svolto nell?ambito della cosiddetta valutazione intermedia del programma e offre analisi e modelli utilizzati in condizioni di informazioni scarse. L?attenzione principale viene posta al rapporto strumenti-obiettivi, visto come legame essenziale e motivazione sostanziale delle politiche, ma la strumentazione di supporto alle decisioni ha offerto la possibilit? di un confronto tra analisti, amministratori e policy-maker nella fase delicata di riprogrammazione dei fondi. Gli elementi essenziali del confronto sono rappresentati da tre aspetti: la definizione dei vincoli di minimo e di massimo di risorse da attribuire ad ogni forma di intervento determinati anche in considerazione delle problematiche amministrative, la specificazione dei rapporti strumenti-obiettivi di stretta competenza degli analisti (anche con il ricorso a metodiche molto diversificate), la definizione dell?importanza da attribuire ai diversi obiettivi da parte del policy maker. L?analisi cerca di verificare la consistenza di queste relazioni tra prestazioni di sviluppo locale e presenza di capitale sociale nelle regioni italiane: gli indicatori di sviluppo fanno riferimento ai livelli e alle dinamiche della produzione e del valore aggiunto nell?ultimo decennio, laddove le proxy del capitale sociale sono individuate sia in alcuni indicatori di economie esterne (indici di innovativit? regionale e infrastrutturazione) che nelle nuove misurazioni dei beni relazionali geograficamente localizzati (associazionismo, istituzioni non profit e reti tra imprese). Observed patterns of urban mobility are often considered unsustainable; but we don?t know what a city with sustainable mobility should look like. In this paper we explore the characteristics of sustainable urban mobility systems through the technique of Bayesian networks. Using data from seventy-five world cities, we develop a probabilistic model of the city-transportation-environment interaction in the form of a Bayesian network. The Bayesian model indicates that the city with sustainable mobility is most probably a dense city with highly efficient transit and multimodal mobility. It produces high levels of accessibility without relying on a fast road network. The realization of sustainability objectives for urban mobility is probably compatible with all socioeconomic contexts. By measuring the distance of world cities from the inferred sustainability profile, we finally derive a geography of sustainability for mobility systems. The cities closest to the sustainability profile are in Central Europe as well as in affluent countries of the Far East. Car-dependent American cities are the farthest from the desired sustainability profile.
