Within a systemic framework, it describes the ways in which the city has been interpreted in urban economics: as an agglomeration, a place with an endogenous capacity to allocate resources efficiently, a place of interaction and synergy, an economic system analysed with traditional macroeconomic tools. The paper identifies the theoretical frameworks of urban economics in which space exists in order to enlarge and strengthen the concept of city: additional effort is required on the one hand of agglomeration theories in applying the concept of the city as a milieu; and on the other of competitiveness theories, into which the concept of territory must be inserted, this being a challenge for urban economists. Iuav di Venezia* (Paper first received, November 2006; in final form, May 2007) From agglomeration to milieu: the interpretation of city in urban economics, starting from textbooks published in Italy. With the introduction of relational goods among the factors of development, the boundaries between applied economics and other social sciences are notably weakening. This process implies the redefinition of numerous categories, particularly in the field of spatial economics. But, in doing so, it faces considerable difficulties due to the arduous insertion of sociological categories in microeconomic analysis. ?City? is an emblematic example of such an issue. Alongside its interpretation derived from the neoclassical paradigm, which is formally impeccable but poor in content, a new interpretation is now coming on stage, derived from the theory of milieus. Even if it is very promising on the substantive level, it still appears to be incapable of fully integrating itself within the standard economic analysis. This paper puts forward the possibility of integrating these two interpretations, by pointing to learning as the suitable operator for its realization. Placed on this analytical background, city can be interpreted as a cognitive milieu, having original and economically relevant characters compared to analogous spatial formations. By moving from the theory of ?progressive systems? and assigning to the causal relationship ?structure-performances? a key role this paper outlines a methodological perspective to study the economic development of cities. The proposed perspective leads to shift the scientific focus of urban economics to the identification of the ?structure? and the analysis of the ?structural evolution? of cities. Moreover, being cities as any other complex system an ?open system?, its structural evolution has to be evaluated with regard to its changing ?environment?. To study the development trajectory of city means, therefore, to study the evolution of its structure, which is the emerging outcome of the interplay of a constellation of adjustment mechanisms, each with its own rationale, which have to be examined with a substantive rather than a formal approach. The paper discusses some basic issues concerning the conceptualisation of the contemporary city, doing so from a sociological point of view. The author proposes an analytical perspective based on Lefebvre?s idea of the ?production of space? and on the study of urban territorialisation cycles. Following Harvey, three dimensions of space are considered: absolute, relative and relational. Starting from these dimensions, three different features of territorial capital are analysed: fixed, reticular and relative. However, the simple presence of these forms of territorial capital is not sufficient to define a city as a specific spatial object: in fact, it is also necessary that these resources become part of a project, shared by a large number of urban actors, to exploit this capital in order to pursue not only individual but also collective aims.
