Feasibility is investigated from the many different standpoints, such as those represented by the Infrastructure Manager, the Railway Operator and the Community. As for the first two subjects involved in the projects, their financial sustainability must be verified; for the latter, the economic achievability needs to be proved. This study provides a concise description of the CSF, PON and POR programmes and tests - by means of a multicriteria approach - the degree of coherence among them. The results highlight that the strategy pursued during the 2001-2006 period sought to strengthen some priority nodes located in the TEN-T network and that there is a marked heterogeneity between the PON projects and the POR projects. Title: Infrastructure, Accessibility and Growth in Tuscany: A Macroeconomic Impact Evaluation Abstract: The purpose of the paper is to assess the impact of the Regional Mobility and Logistic Plan (RMLP) of Tuscany on regional growth and spatial disparities between the Tuscan provinces. In order to evaluate its economic impact, we first quantify the impact in terms of changes in travel time and variations in the cost of transportation per unit of delivered output. We then make use of the Remi-Irpet model. The latter explains the agglomeration economies and productivity differentials. We find that, despite the fact that the RMLP does not solve the structural problem of mobility within Tuscany, it does make it possible to get rid of some potential constraints for long-term regional growth, even if the economic impact across the provinces is disequalizing. The paper has the objective to describe one of the most interesting innovative methods of funding transport infrastructures: the mechanism of value capture, ie that capture (part) of economic benefits after the opening of the new infrastructure. The second part presents two case studies: the Quadrilatero Project and the ?restad underground line in Copenhagen. The third part identifies success factors and criticalities about two experiences and offers some recommendations on the use of "capture value" as a mechanism of financing of transport infrastructure.
