Title: Causality, Uncertainty and Identification: Three Issues on the Spatial Econometrics Agenda
Abstract: This paper offers a personal view on recent developments in the field of spatial econometrics. The approach is subjective and certainly biased. I focus on three issues that I consider of the utmost importance and which are at the basis of the discipline, namely spatial causality, the question of identification in spatial models, and the problem of selecting the (most appropriate) spatial weighting matrix. These three topics are receiving increasing attention in the spatial econometrics literature, although there are still many issues to be resolved. They will most likely be areas of intense activity in the near future.

Title: Agricultural Cooperatives for Urban-rural Interaction in China
Abstract: The paper investigates the agricultural cooperatives acting as a new urban-rural interface in China. It analyses the traditionally accepted urban-rural interface (small towns and medium cities) and the agricultural cooperatives for rural development. The findings of a comparative analysis show that agricultural cooperatives are bottom-up initiatives, representing peasants? interests, which dynamically and actively link the rural areas with the cities. These functions are different from those of the small towns and medium cities whereby the rural areas passively respond to the urban influence. The framework of agricultural cooperatives as constituting the new urban-rural interface is depicted. Finally, the paper highlights the need to develop agricultural cooperatives in the current situation of rural China.

Title: The Wage Return to Graduate in Italian Small-town Universities
Abstract: In this paper we use a representative sample drawn from the "Indagine Statistica sull?Inserimento Professionale dei Laureati" by the Italian National Statistical Institute and data from the Italian Ministry of Education to look at the wage premium of graduates from a regional university (i.e. not located in a metropolitan area) relative to graduates from a non-regional university, three years after graduation. Our results show that, after accounting for observed characteristics of individuals and universities, a wage premium is associated with a degree from a regional university. This finding may be interpreted as showing that regional universities enhance the local human capital stock or create specific skills needed by the local economic environment.

Title: Divari territoriali e politiche di sviluppo: lo squilibrio territoriale nella regione Campania
Abstract: La regione Campania verifica un rilevante squilibrio territoriale con una concentrazione di popolazione e attivit? sulla fascia costiera, tramutando le economie di agglomerazione in diseconomie da congestione. Lo squilibrio tra aree urbane ed aree interne viene affrontato in sede comunitaria, nazionale e regionale puntando su un sistema urbano policentrico e sostenibile. Con riferimento al Piano territoriale sovra comunale, si propone un approccio alla SWOT che, attraverso un?ampia batteria d?indicatori e metodologie di analisi multivariata, individui gruppi omogenei di comuni e ne descriva punti di forza e di debolezza, al fine di predisporre una guida per le politiche territoriali regionali.

Title: Impatto territoriale delle riforme dell?istruzione sul fabbisogno di insegnanti
Abstract: Recenti riforme hanno modificato la domanda scolastica primaria e secondaria superiore. Tramite un modello basato sulle previsioni demografiche provinciali pi? recenti, si analizzano 18 scenari di domanda per il periodo 2010-2027 stimando il fabbisogno di docenti pre e post-riforme, per valutare quantitativamente il loro impatto. L?evoluzione demografica e il marginale aumento della partecipazione alla scuola secondaria richiederanno pi? insegnanti nel centro-nord ma meno a sud. Tuttavia, la riduzione della domanda scolastica nel meridione non ? tale da compensare l?incremento nel resto del paese. L?ampia diversit? territoriale segnala la complessit? del processo di pianificazione della rete scolastica e di programmazione del personale nei prossimi anni.
