In particular, the paper examines the logic which underpins the smart specialisation concept, a concept which provides a powerful policy-prioritisation logic to this agenda. However, in order to understand why smart specialisation is so important in the Cohesion Policy reform process, it is also necessary to understand the context in which the concept originally emerged, and then to identify how the concept is translated to the regional setting. We illustrate the types of issues arising by means of several examples of policy initiatives. Classification-JEL: L52, O43, R11, R58. Keywords: Regioni, politiche, Europa, innovazione, crescita. It aims in particular to explain why entrepreneurial discovery is an important design principle in this policy process. Finally, it presents the policy framework in which various tools and instruments need to be mobilized to maximize the likelihood of entrepreneurial discovery and facilitate the local concentration of resources in, and the early growth of the new activities generated by these discoveries. Both policy frameworks identify and prioritise ?promising? targets for policy intervention, but they do so differently. The SS concept organizes this identification process through entrepreneurial discovery in which entrepreneurs select the domains of future specialisation. The CRA concept focuses on identifying related variety and bottlenecks that prevent related industries in regions to connect and interact. The paper argues that the two policy concepts can provide useful inputs to develop a smart and comprehensive policy design that focuses on true economic renewal in regions. The paper enters the debate on smart specialisation by claiming that innovation strategies call for the identification of common approaches for similar types of regions in order to prevent misallocation of public resources and unfeasible local strategies. For this purpose, a territorial taxonomy is suggested for the development of a regional innovation strategy, from which innovation policies for each regional mode of innovation are proposed. The analysis is carried out by reviewing the available literature on RIS3 and the proposals of 36 EU regions. The RIS3 approach requires the concentration of R&D efforts in a few domains. It requires a variable mix between research and innovation policy according to the region?s innovative capability. The paper discusses the theoretical and practical issues arising when trying to identify links between technological domains within the same regions and between different regions. The paper also questions the emphasis of the RIS3 on the bottom-up approach given that the design of a ?strategy? must necessarily rely, at least at the beginning, on a topdown approach. Suggestions are made on how to improve the design and implementation of the RIS3. Classification-JEL: L52, O43, R11, R58.
