Title: La governance multilivello delle strategie macro-regionali dell?ue: note critiche
Abstract: In relazione agli obiettivi di Europe 2020, l?Unione Europea ha deciso di innovare il proprio approccio alla governance multilivello della European territorial co-operation. A questo proposito nel 2009 ? nata la EU Strategy for Baltic Sea Region (Eusbsr) e nel 2011 la EU Strategy for Danube Region (Eusdr); recentemente il Consiglio Europeo ha deliberato la creazione di due ulteriori strategie macro-regionali (l?Adriatico-Ionica e l?Alpina) che interessano alcune delle regioni italiane. Si tratta di un approccio interessante e innovativo, che tuttavia conferma empiricamente i limiti della governance multilivello europea, in merito alla prevalenza delle dinamiche top-down su quelle bottom-up.

Title: A Strategic Place Marketing Model for the Development of Local Territorial Systems (ltss)
Abstract: Place marketing may be a major lever of territorial development. In many cases, however, place marketing strategies result in mere promotional initiatives, which are rarely driven by structured strategic planning approaches. This study addresses this issue and uses a strategic marketing model termed Strategic Thrust Analysis (sta) to devise effective development strategies for four Local Territorial Systems, or ltss (i.e. groups of municipalities sharing social, economic, and spatial features) located in a Southern Italian province. A standard procedure to implement the sta is proposed in the article, and marketing implications useful for policymakers are drawn from the results. The limitations of the study and indications for future research are also discussed.

Title: Fondi strutturali: un?analisi della concentrazione degli interventi su base regionale
Abstract: Questo studio propone un?analisi comparativa condotta a livello regionale, del grado di concentrazione della spesa co-finanziata con i fondi strutturali, nel periodo di programmazione 2007/2013. Per le principali tipologie di spesa, si valuta attraverso l?indice di concentrazione di Herfindahl-Hirschman il livello di frammentazione degli interventi. Parte della letteratura ritiene, infatti, che la concentrazione degli investimenti in determinati settori o aree geografiche sia un aspetto sostanziale delle politiche di sviluppo. Le analisi vengono svolte sia dal punto di vista territoriale che per tipologia di spesa. Dal lavoro emerge che il finanziamento medio ? maggiore nel Mezzogiorno rispetto al Centro-Nord.

Title: The Potential Demand for Carsharing by University Students: An Italian Case Study
Abstract: The paper presents a methodology to estimate the potential demand for carsharing by university students. The methodology is based on three surveys: a paper-and-pencil questionnaire; a detailed computer-assisted personal interview, and a contingent valuation interview. The data collected are used to operationalize a model that estimates the generalized cost under alternative scenarios, with and without carsharing. A Monte Carlo simulation procedure is used to estimate the probability that a person would use carsharing. The methodology has been tested with students enrolled at the University of Trieste. The main finding is that, under the prevailing conditions, a quite large number of the sample students (32%) would benefit in terms of generalised cost from the use of carsharing if a private car were unavailable. The model is also used to perform scenario analysis.

Title: Controllare l?impossibile. Urbanistica e consumo di suolo nella sfida per la citt? futura
Abstract: Le politiche europee, che prevedono l?azzeramento dei consumi di suolo entro il 2050, rendono necessaria una riflessione sulle esperienze messe in atto nei differenti contesti territoriali sui temi legati alla salvaguardia ambientale. Gli autori si concentrano in particolare sui vari meccanismi, prevalentemente di tipo market based, che utilizzano il trasferimento dei diritti edificatori per la tutela del suolo, mettendo in luce limiti ed opportunit? rispetto ai tradizionali strumenti regolativi e vincolistici.
