Abstract: Dinamica e ceteris paribus in una economia marshalliana (di Fabio Cerina) - ABSTRACT: The paper aims to propose an innovative interpretation of the concept of ceteris paribus (CP) within Marshall?s economics. The concept of CP is analysed by means of a dynamical model in which the relevant premises and the methodological peculiarities of Marshall?s eco-nomics receive a careful mathematical treatment. The basic result of the analysis is that the CP clause may assume essentially different meanings according to (1) the kind of variable "frozen" in it and (2) the lenght of the time horizon. It is then possible to distinguish between a structu-ral and an endogenous CP and, within the latter, between a slow and a fast CP. This double analytical distinction helps in understanding the role the CP clause plays within Marshall?s dynamic vision of the economic system: the CP concept is found to be a fundamental aspect of Marshall?s economics and not merely a symplifying analytical device. Finally, the notion of fast CP seems to suggest an extension of the standard view of the CP concept: intepreted as a dynamic on manifolds, it still reduces the degree of complexity of a system even if the variables "frozen" in it need not to be constant.

Abstract: Shock di liquidit? e crisi bancarie: fallimento o corse agli sportelli? (di Paola Brighi) - ABSTRACT: In this paper, we show that, contrary to Diamond and Dybvig?s [1983] model and further developments, bank runs are not the only cause of liquidity crises; even a quite prudent ex-ante management of bank assets could appear wrong ex-post and be the cause of a bank fai-lure. The relaxing of the hypothesis of zero liquidation cost and of aggregate certainty of the early dyers proportion of depositors makes the evaluation of the bank?s investment strategies meaningful: the bank?s decision to invest in liquid assets depends on the interest rates on de-posits and loans. Moreover, if we make the hypothesis that any sort of bank regulation can not exist the bank asset strategy is revealed as more prudent.

Abstract: Integrazione europea e localizzazione industriale: uno studio sulle regioni del Mezzogiorno italiano (di Domenico Scalera) - ABSTRACT: In this paper, the evolution of the industrial structure in the regions of the Italian Mez-zogiorno during the last three decades is studied. In particular, in order to highlight the con-nection between regional specialization and the increasing European integration, the dynamics in the relative weight of manufacturing sectors are analysed. I find that integration leads Southern Italy to become more similar to the rest of Italy in terms of distribution of manufacturing activities. This result seems to support the optimistic view about the effects of integration on peripheral economies. However it may be partially due to the process of delo-calisation driven by lower wages, which directs specific low value added stages of produc-tion to Mezzogiorno. In this model of specialization, firms of Southern Italy would be again called to survive by merely reducing costs rather than encouraged to start a real process of development.

Title: Concorrenza e deregolamentazione nel mercato del trasporto aereo in Italia
Abstract: Concorrenza e deregolamentazione nel mercato del trasporto aereo in Italia (di Angela Spagnuolo) - ABSTRACT: In this paper we assess the effects of deregulation in the airline market in USA and Europe, with particular attention to the case of Italy. Recent studies on the USA market show that de-regulation, during the eighties, has increased the use of this transportation service by consumers and, at the same time, has lowered the fares paid for the service, with an overall improvement of the consumer surplus. The economic forces at work behind these effects are related to the degree of concentration in the industry. On the other hand, these effects are weaker in Europe and particularly in Italy. In this country we show that recent liberalization has increased the frequency of flights (better quality) and the number of passengers (higher quantity), but has had negligible effects on the fares. Such negligible effects are due to the cost structure of the new entrants. Costs are too high to allow an aggressive price strategy, for acquisition of market shares, against incum-bent firms. The policy implications we suggest are: infrastructuring small airports, mostly used by the smaller new entrants; reducing cost and market advantages for the national leader in the market, also by antitrust interventions. Therefore, any reduction in the price-cost margins can only be delivered by substantial improvement of the competitive pressures in the industry.
